Mr. President, another matter that is long overdue is a decision on a limited expansion of the membership of the Conference as proposed by Ambassador Hofer last year.

The Chinese delegation is pleased to note that today all parties have reached a consensus on the proposal made by the former Special Coordinator on expansion of the membership, Ambassador Hofer of Switzerland.

In this spirit, we believe that a modest expansion appeared to be reasonable and justified in this instance and at this time and we congratulate Ambassador Hofer for bringing this to fruition.

It is our earnest hope that the five be admitted as full members without any further delay by our taking an affirmative decision in accordance with the findings contained in Ambassador Hofer's report.

The proposal was the result of broad consultations conducted in 1997 and 1998 by Ambassador Hofer of Switzerland, who presented a report where Ecuador figures among a group of five new members of the CD.

My delegation would also like to extend its thanks and congratulations to Ambassador Hofer of Switzerland, who, in his capacity as Special Coordinator on the issue of expansion, was able to identify and consolidate the elements of this agreement.
