74. With respect to efficient and transparent procurement and distribution systems, the Special Rapporteur recommends that States:

The purchase and distribution plan should have a single goal: ensuring the supply of goods, equipment and other articles in accordance with the plan.

The contract applications blocked by the United States include those numbered 411 and 482, which are for the importation of tyres and batteries for the trucks to be used to transport foodstuffs under the procurement and distribution plan.
