125. The Assistant Secretary-General for military and civilian police Affairs should be a civilian who has accumulated extensive experience managing large numbers of military and/or civilian police personnel, either in a United Nations field mission and/or in a national capacity.

126. I am proposing in the request for additional resources that the rank of the Civilian Police Adviser be upgraded to the D-2 level and that (s)he no longer report to the Military Adviser, but rather to the Assistant Secretary-General for military and civilian police Affairs.
