23. The methodology for determining local conditions. ICSC noted that the 1965 guiding principles provided for three different methods:
٢٣ - منهجية تحديد الشروط المحلية - لاحظت لجنة الخدمة المدنية الدولية أن المبادئ التوجيهية لعام ١٩٦٥ نصت على ثلاثة مناهج مختلفة:

22. Which local conditions should be used. ICSC noted that the principle of comparison with " best prevailing " local conditions had been enunciated in 1949 by the Flemming Committee and confirmed in its essence by all subsequent review bodies.

The formulation of the pay setting principle had moved from " best rates " in the earliest days of the United Nations to " best prevailing local rates " in the initial Flemming formulation to " best prevailing local conditions " under various formulations of subsequent salary reviews in the 1950s, 1960s and 1970s.
وانتقلت صياغة مبدأ تحديد اﻷجر من " وفقا ﻷفضل اﻷسعار " في اﻷيام اﻷولى لﻷمم المتحدة الى " وفقا ﻷفضل اﻷسعار المحلية السائدة " في الصيغة اﻷولية لمبدأ فليمنغ ثم الى " أفضل الشروط المحلية السائدة " بموجب مختلف الصياغات الواردة في الاستعراضات اللاحقة التي أجريت بشأن المرتبات في الخمسينات والستينات والسبعينات.

25. ICSC noted that, henceforth, whichever of the methods for ascertaining best prevailing local conditions was adopted in a particular case, ICSC itself was responsible for deciding on the method and the details of its application and for analysing the results, drawing conclusions from them and recommending a salary scale in every duty station for which it assumed responsibility under article 12 of its statute.
٢٥ - ولاحظت لجنـة الخدمة المدنيـة الدوليـة أنه من اﻵن فصاعـدا ومهمـا كانت المناهـج المعتمـدة للتأكد من أفضل الشروط المحلية السائدة في حالة معينة، فإن اللجنة ذاتها مسؤولة عن البت في المنهج وتفاصيل تطبيقه وعن تحليل النتائج واستخلاص الاستنتاجات منها والتوصية بجدول مرتبات في كل مركز عمل يقع ضمن مسؤوليتها بموجب المادة ١٢ من نظامها اﻷساسي.
