481. The Committee recommends that the State party consider amending the federal and state protection laws so as to strengthen and improve mechanisms for accountability, including by allowing the National Human Rights Commission to receive complaints from children.

174. The child protection measures taken by this Unit, which is empowered to receive, consider and investigate complaints from children without obtaining the approval of their guardians, are as follows:

14. The Committee recommends that the State party consider providing the Ombudsman with the mandate to receive complaints from children and the resources to follow up complaints in a timely and effective manner.
14- توصي اللجنة بأن تنظر الدولة الطرف في تكليف أمين المظالم بولاية تلقي الشكاوى من الأطفال وتوفير الموارد اللازمة لمتابعة الشكاوى في الوقت المناسب وبطريقة فعالة.

The Committee however regrets that the different Offices of the Child Advocate or Ombudsman vary in roles and degrees of independence, and that no progress has been made to establish an independent national human rights institution in line with the Paris Principles, to regularly monitor progress in the fulfilment of child rights under the Optional Protocol and to receive and address complaints from children.

42. With regard to the establishment of a National Children Commission in 2004, Malaysia requested information on how this Commission functions in receiving, examining and processing complaints from children, different from that of the juvenile court.

14. UNCT also pointed out that no action had yet been taken to establish an independent body to receive complaints from children and make recommendations to State bodies in the event of children's rights being violated.
14- كما أشار فريق الأمم المتحدة القطري إلى أنه لم يتخذ أي إجراء بعد لإنشاء هيئة مستقلة لتلقي الشكاوى من الأطفال وتقديم توصيات إلى أجهزة الدولة في حالة انتهاك حقوق الأطفال(32).

19. While taking note of the existence of a draft bill to establish a national human rights institution, the Committee expresses concern that this process has been very slow and that there is still no independent mechanism in the State party that has a mandate to regularly monitor and evaluate progress in the implementation of the Convention and that is empowered to receive and address complaints from children.

CRC encouraged Mongolia to ensure that the NHRCM is mandated and capable to receive complaints from children through easily accessible and child-friendly complaints mechanisms.
