As a reservation expressly authorized was by definition permissible and accepted by contracting States and organizations, the first paragraph of the draft guideline set out the sole condition for the establishment of such a reservation, namely that it should have been formulated in accordance with the form and procedures stipulated for that purpose.
ولما كان التحفظ الذي أجيز صراحة، بحكم تعريفه، تحفظاً جائزاً ومقبولاً من الدول والمنظمات المتعاقدة، فإن الفقرة 1 من مشروع المبدأ التوجيهي هذا تنص على الشرط الوحيد اللازم لإنشاء هذا التحفظ، ألا وهو أن يكون قد صيغ وفقاً للقواعد الشكلية والإجرائية المنصوص عليها في هذا الشأن.
