36. The Ministerial Declaration adopted at the Fourth Ministerial Conference of the World Trade Organization, held in Doha in 2001, recognized the case for expediting the movement, release and clearance of goods, including goods in transit, and the need for enhanced technical assistance and capacity-building in this area.

6. This was found to be particularly relevant and urgent in the context of the ongoing work programme pursuant to the Ministerial Declaration of the Fourth Ministerial Conference of the World Trade Organization, held at Doha in November 2001.
