" ١ - ترحب بالمبادرة التي اتخذتها مالي بشأن مسألة التداول غير المشروع لﻷسلحة الخفيفة في الدول المعنية في المنطقة الصحراوية الساحلية دون اﻹقليمية وجمعها؛

The preambular part goes on to indicate that the Assembly is gravely concerned at the extent of the insecurity and banditry linked to the illicit circulation of small arms in Mali and the other affected States of the Saharo-Sahelian subregion.
وتمضي الديباجة الى بيان أن الجمعية العامة يساورها بالغ القلق إزاء اتساع نطاق ظاهرة انعدام اﻷمن وعمليات اللصوصية المرتبطة بالتداول غير المشروع لﻷسلحة الخفيفة في مالي، وفي الدول اﻷخرى المتأثرة في المنطقة الصحراوية الساحلية دون اﻹقليمية.

My country, Mali, is working on this and hopes that it may be progressively extended to include al the States of the Sahel-Saharan subregion.
وبلدي مالي يعمل في سبيل تحقيق هذه الغاية، ويأمل في أن يمدد هذا النظام تدريجيا ليشمل جميع دول المنطقة الصحراوية الساحلية دون اﻹقليمية.

The illicit proliferation in small arms in sub-Saharan Africa in general and in the Sahelo-Saharan subregion in particular is today a sad reality, nurtured, inter alia, by the emergence of many internal conflicts throughout the continent.
إن الانتشار غير المشروع لﻷسلحــة الخفيفــة في منطقة افريقيا دون الصحراء بصفة عامة، وفي المنطقة الصحراوية الساحلية دون اﻹقليمية بصفة خاصة، يشكل اليوم حقيقة محزنة تغذيها جملة أمور منها نشوب كثير من الصراعات الداخلية في جميع أنحاء القارة.

7. Encourages the setting up in the countries of the Saharo-Sahelian subregion of national commissions against the proliferation of small arms, and invites the international community to support as far as possible the smooth functioning of the national commissions where they have been set up;
٧ - تشجع إنشاء لجان وطنية في بلدان المنطقة الصحراوية الساحلية دون اﻹقليمية لمكافحة ظاهرة انتشار اﻷسلحة الصغيرة، وتدعو المجتمع الدولي إلى تقديم الدعم قدر اﻹمكان بما يكفل أداء اللجان الوطنية لعملها على نحو سليم في البلدان التي أنشئت فيها؛

" ٦ - تشجع إنشاء لجان وطنية في بلدان المنطقة الصحراوية الساحلية دون اﻹقليمية لمكافحـة ظاهـرة انتشـار اﻷسلحـة الخفيفـة، وتدعـو المجتمع الدولي إلى تقديم الدعم قدر اﻹمكان بما يكفل أداء اللجان الوطنية لعملها على نحو سليم في البلدان التي توجد بها؛

Recalling also its resolution 51/45 L of 10 December 1996, in which it welcomed the initiative taken by Mali concerning the question of the illicit circulation of small arms and their collection in the affected States of the Saharo-Sahelian subregion,
وإذ تشير أيضا إلى قرارها ٥١/٤٥ لام المؤرخ ١٠ كانون اﻷول/ديسمبر ١٩٩٦، الذي رحبت فيه بالمبادرة التي اتخذتها مالي بشأن مسألة التداول غير المشروع لﻷسلحة الصغيرة في الدول المتأثرة في المنطقة الصحراوية الساحلية دون اﻹقليمية وجمعها،

In so doing, the international community must lend wholehearted support to the efforts being made by the countries of the Sahel-Saharan subregion to curb the proliferation of small arms, particularly through effective border control and a reappraisal of the legal instruments relating to the bearing of arms.
وإذ نفعل ذلك، فإنه يتعين على المجتمع الدولــي أن يقدم الدعم المخلص للجهود التي تبذلها بلدان المنطقة الصحراوية الساحلية دون اﻹقليمية لكبح انتشار اﻷسلحة الخفيفة، خصوصا من خــلال مراقبــة الحــدود على نحو فعال وإعادة تقييم الصكوك القانونية المتصلة بحمل اﻷسلحة.
