35 - ودعا عدد من الوفود إلى اعتماد مرفقات تقنية للاتفاق من أجل معالجة مسائل مثل الصيد بالشباك الجرافة في قاع البحار والتعويض عن الأضرار الناجمة عن حالات الصعود والتفتيش المخالفة للقانون الدولي.

The consultations could be used to consider alternative mechanisms to boarding and inspection and the possibility of negotiating a technical annex to the Agreement on compensation for damages and economic losses incurred by boarding and inspection conducted contrary to international law.

3. If, within two years of the adoption of this Agreement, any organization or arrangement has not established such procedures, boarding and inspection pursuant to paragraph 1, as well as any subsequent enforcement action, shall, pending the establishment of such procedures, be conducted in accordance with this article and the basic procedures set out in article 22.
٣ - إذا لم تضع أي منظمة أو ترتيب تلك الاجراءات في غضون سنتين من اعتماد هذا الاتفاق، يكون الصعود والتفتيش المضطلع بهما، عملا بالفقرة ١، وبأي إجراءات إنفاذية لاحقة، وفقا لهذه المادة ولﻹجراءات اﻷساسية المبينة فـي المادة ٢٢، وذلك ريثما توضع تلك اﻹجراءات.

(d) provide a copy of a report on the boarding and inspection to the master and to the authorities of the flag State, noting therein any objection or statement which the master wishes to have included in the report;
)د( تقديم نسخة من تقرير عن الصعود والتفتيش إلى الربان وإلى السلطات في دولة العلم، يشار فيه إلى أي اعتراض أو بيان قد يرغب الربان في إدراجه في التقرير؛

These included issues related to the boarding and inspection procedures provided for in articles 21 (Subregional and regional cooperation in enforcement) and 22 (Basic procedures for boarding and inspection pursuant to article 21), and the need to ensure that the provisions of the Agreement were not interpreted or applied contrary to the rights, obligations and interests of coastal States as provided for under the Convention.
