وينص شرح المبادئ التوجيهية على وجوب أن تولي المؤسسات اهتماماً خاصاً لآثار معينة على حقوق الإنسان تطال أفراداً من جماعات أو فئات من السكان قد يكونون معرضين بشدة لخطر الضعف والتهميش مثل الشعوب الأصلية وأن تسعى إلى فهم شواغل الجهات المعنية التي يحتمل تأثرها، بالتشاور معها مباشرة.
