In so doing, Sweden complied with its obligations by taking the appropriate measures, which, in its view, could be measures other than a prohibition on associations and organizations; moreover, the latter were not under an obligation to be registered, which might pose a problem in identifying them if Sweden introduced a system to prohibit associations of a racist character.

10. The Committee notes that Act No. 1,229 of 15 July 2005 on freedom of public expression criminalizes the provocation and incitement of racial hatred and violence.
10- تحيط اللجنة علماً بكون القانون رقم 1299 المؤرخ 15 تموز/يوليه 2005 المتعلق بحرية التعبير العام يعاقب على التحريض على الكراهية وعلى العنف ذي الطابع العنصري.

The authors took their case to the Committee, claiming to be the victims of a violation by the State party of article 20, paragraph 2, read in conjunction with article 2, paragraph 1, of the Covenant, because the court " failed to appreciate the racist nature of the impugned letter and to effectively implement the Anti-Racism Law 927/1979 aimed at prohibiting dissemination of racist speech " .
