21. A number of countries have taken legislative and executive action to promote renewable sources of energy in line with the recommendations contained in the Harare Declaration on Solar Energy and Sustainable Development.

The Summit adopted the Harare Declaration on Solar Energy and Sustainable Development and the outline of the World Solar Programme, 1996-2005, which is currently being completed.

I have the honour to submit herewith the Harare Declaration on Solar Energy and Sustainable Development and the World Solar Programme 1996-2005: An Outline, which were adopted by heads of State and Government on the occasion of the World Solar Summit held at Harare on 16 and 17 September 1996.

16. In keeping with the commitments contained in the Harare Declaration on Solar Energy and Sustainable Development and the recommendations made in the World Solar Programme 1996–2005, a number of countries have taken legislative action favouring the development and deployment of renewable energy technologies.

These recommendations are based upon the commitments made in the Harare Declaration on Solar Energy and Sustainable Development made by the 104 official delegations attending the World Solar Summit (Harare, September 1996).

The World Solar Programme 1996-2005 (see A/C.2/51/5) was prepared, taking as a basis the outline approved by the World Solar Summit and the commitments made in the Harare Declaration on Solar Energy and Sustainable Development.
