This building, which apparently in September 1997 had been a cause of contention between the Government of Iraq and UNSCOM, was photographed internally and visited extensively by the team.

" 6. Iraq has agreed, on an interim basis, to permit the installation of cameras at Yawm Al Azim and Al Rafah under modalities which have been arrived at between Iraq and the Special Commission.

This is one of the most important points that was raised during the high-level meetings between Iraq and the Special Commission that were held in February 1997.

First of all, I should like to state clearly that verification is a way to determine the authenticity of the photographs and the validity of the conclusions reached by the Commission and that the principle of transparency on which Iraq and the Special Commission agreed should facilitate the verification process.

1. In July 1993, discussions in Baghdad between the Executive Chairman of the Special Commission and the Deputy Prime Minister of Iraq initiated a breakthrough in the relations between Iraq and the Special Commission, both in the political and in the technical areas.
١ - في تموز/يولية ١٩٩٣، توصلت المحادثات في بغداد بين الرئيس التنفيذي للجنة الخاصة ونائب رئيس وزراء العراق الى تحقيق تقدم كبير في العلاقات بين العراق واللجنة الخاصة في المجالين السياسي والتقني.

To achieve that end, Iraq and the Special Commission further agreed to conduct regular meetings at the political level every two months in Baghdad to devote attention to fundamental issues, review the progress and direct any further effort necessary to achieve the aforementioned objective.
وتحقيقا لتلك الغاية، اتفق العراق واللجنة الخاصة كذلك على عقد اجتماعات منتظمة على الصعيد السياسي كل شهرين لتكريس الاهتمام للقضايا اﻷساسية، واستعراض التقدم المحرز وتقرير أي جهد إضافي لازم لتحقيق الهدف آنف الذكر.

Guided by that letter, the Executive Chairman proposed, in a letter of 19 August to the Deputy Prime Minister, that Iraq and the Special Commission resume the full range of activities and that Iraq confirm that it was prepared to extend to the Commission the cooperation necessary for this purpose.
واسترشادا بتلك الرسالة، اقترح الرئيس التنفيذي، في رسالة مؤرخة ١٩ آب/أغسطس، على نائب رئيس الوزراء، استئناف العراق واللجنة الخاصة جميع اﻷنشطة وتأكيد العراق استعداده للتعاون مع اللجنة التعاون اللازم لتحقيق هذا الغرض.

1. The breakthrough in relations between Iraq and the Special Commission (UNSCOM) achieved in July 1993 was consolidated during the latest round of high-level talks between Iraq and the Special Commission held in Baghdad from 2 to 5 February 1994.
١ - إن التقدم الذي أحرز في العلاقات بين العراق واللجنة الخاصة في تموز/يوليه ١٩٩٣ تعزز خلال الجولة اﻷخيرة من المحادثات الرفيعة المستوى بين العراق واللجنة الخاصة المعقودة في بغداد في الفترة من ٢ الى ٥ شباط/فبراير ١٩٩٤.

It will be recalled that the statement was issued prior to a visit to Baghdad that I was to undertake pursuant to a provision in the joint statement signed at Baghdad on 22 June 1996 (see S/1996/463, annex), for joint reviews by Iraq and the Special Commission every two months at the political level on issues and developments relating to the implementation of section C of resolution 687 (1991).

9. In reply, the Deputy Prime Minister gave a detailed account of what he saw as the history of the relations between Iraq and UNSCOM.
٩ - وردا على ذلك، أدلى نائب رئيس الوزراء ببيان تفصيلي عما اعتبره كتاريخ للعلاقات بين العراق واللجنة الخاصة.

Iraq has not taken into account much of the information gathered during the ongoing verification process and appears not to have undertaken independent in-depth review of its programme, this despite the fact that both Iraq and UNSCOM are in possession of such information.
لم يراع العراق معلومات كثيرة جمعت في أثناء عملية التحقق الجارية ولم يقم فيما يبدو باستعراض متعمق مستقل لبرنامجه. هذا بالرغم من حقيقة مفادها أن تلك المعلومات متوفرة لدى كل من العراق واللجنة الخاصة لﻷمم المتحدة.

To achieve this goal, the Government of Iraq and UNSCOM will implement the recommendations directed at them as contained in the report of the emergency session of UNSCOM held on 21 November 1997.
