Reaffirming that ensuring access to controlled narcotic drugs and psychotropic substances for medical and scientific purposes is one of the fundamental objectives of the international drug control conventions,
وإذ تؤكّد من جديد أنَّ ضمان الحصول على العقاقير المخدِّرة والمؤثِّرات العقلية الخاضعة للمراقبة لاستعمالها في الأغراض الطبية والعلمية هو أحد الأهداف الأساسية للاتفاقيات الدولية لمراقبة المخدِّرات،

وإذ تؤكّد مجدَّداً أنَّ ضمان الحصول على العقاقير المخدِّرة والمؤثِّرات العقلية الخاضعة للمراقبة لاستعمالها في أغراض طبية وعلمية هو أحد الأهداف الرئيسية للاتفاقيات الدولية لمراقبة المخدِّرات،

Speakers recalled that narcotic drugs and psychotropic substances were indispensable for the treatment of pain and mental and neurological disorders and that their availability for medical and scientific purposes should be ensured, in line with the conventions, while preventing their diversion.
وأشار المتكلِّمون إلى أنَّ العقاقير المخدِّرة والمؤثِّرات العقلية هي مواد لا غنى عنها لعلاج الآلام والاضطرابات العقلية والعصبية، وأنَّه يلزم ضمان توافُرها للأغراض الطبية والعلمية، وفقاً لأحكام الاتفاقيات، مع منع تسريبها.

Noting that there has been an increased volume of licit international trade in narcotic drugs and psychotropic substances, which is expected to continue to grow in the near future with the increased availability of those substances in more and more countries for medical and scientific purposes,
وإذ تلاحظ أنَّ حجم التجارة الدولية المشروعة في العقاقير المخدِّرة والمؤثِّرات العقلية يتزايد ويُتوقَّع أن يستمر في النمو في المستقبل القريب مع ازدياد توافر تلك المواد للأغراض الطبية والعلمية في عدد متنام من البلدان،

2. Invites Member States to continue to provide voluntary financial contributions to the United Nations Office on Drugs and Crime for the further development and maintenance of the international electronic import and export authorization system for narcotic drugs and psychotropic substances under international control;
2- تدعو الدولَ الأعضاء إلى مواصلة تقديم التبرعات المالية إلى مكتب الأمم المتحدة المعني بالمخدِّرات والجريمة من أجل المضي قُدماً في إنشاء النظام الإلكتروني الدولي لإصدار أذون استيراد وتصدير العقاقير المخدِّرة والمؤثِّرات العقلية الخاضعة للمراقبة الدولية وصون ذلك النظام؛

" (c) International cooperation to ensure the availability of narcotic drugs and psychotropic substances for medical and scientific purposes while preventing their diversion;

Noting that there has been an increased volume of international trade in narcotic drugs and psychotropic substances over the past decade, which has increased the workload of competent national authorities with respect to administering the system of import and export authorization for narcotic drugs and psychotropic substances foreseen in the above-mentioned Conventions,
وإذ تلاحظ ارتفاع حجم التجارة الدولية في العقاقير المخدِّرة والمؤثِّرات العقلية خلال العقد الماضي، ممّا أدّى إلى زيادة عبء العمل الملقى على عاتق السلطات الوطنية المختصة فيما يتعلق بإدارة نظام إصدار أذون استيراد وتصدير العقاقير المخدِّرة والمؤثِّرات العقلية المنصوص عليه في الاتفاقيتين الآنفتي الذكر،
