25. The Legal and Technical Commission commenced work on the draft regulations for prospecting and exploration for polymetallic nodules in March 1997.

The Commission would also review and consider the annual reports of contractors, submitted pursuant to the Regulations for Prospecting and Exploration for polymetallic nodules in the Area.

He reported that the most significant milestone for the Authority in 2001 had been the conclusion of 15-year exploration contracts with six former registered pioneer investors, in accordance with the Regulations on Prospecting and Exploration for polymetallic nodules in the Area approved by the Assembly in 2000.

2. From 1997 to 2000, the main focus of the work of the Authority was on the elaboration of the regulations for prospecting and exploration for polymetallic nodules in the Area.

In terms of substantive work, a significant achievement of the Authority has been the adoption, in 2000, of the Regulations on Prospecting and Exploration for polymetallic nodules in the Area and the subsequent conclusion of contracts for exploration with the former registered pioneer investors.
أما من حيث العمل الفني، فإن أحد الإنجازات الكبرى للسلطة كان يتمثل في اعتمادها، عام 2000، للأنظمة المتعلقة بالتنقيب عن العقيدات المتعددة المعادن واستكشافها في المنطقة، وإبرامها بعد ذلك لعقود للتنقيب مع المستثمرين الرواد المسجلين السابقين.

The Regulations on Prospecting and Exploration for polymetallic nodules in the Area adopted by the Authority contain provisions, fully consistent with article 149, which would require contractors to notify the Secretary-General of the Authority of any finding in the Area of an object of an archaeological or historical nature and to take all reasonable measures to avoid disturbing such object.

8. The relevant provisions applicable to the training programme are contained in paragraph 1 of regulation 27 of the Regulations on Prospecting and Exploration for polymetallic nodules in the Area, which is reproduced in annex II to the present note.
8 - وإن الأحكام ذات الصلة التي تسري على برنامج التدريب ترد في الفقرة 1 من المادة 27 من نظام التنقيب عن العقيدات المتعددة المعادن واستكشافها في المنطقة. وهي ترد في المرفق الثاني لهذه المذكرة.

The draft regulations are based on the existing regulations on prospecting and exploration for polymetallic nodules in the Area, but incorporating the model clauses developed by the secretariat in 2001 together with some of the elements that emerged from discussions in the Commission during 2002 and 2003.
ويستند مشروع القوانين التنظيمية إلى القوانين التنظيمية المعمول بها بشأن التنقيب عن العقيدات المتعددة المعادن واستكشافها في المنطقة، على أنها تتضمن الفقرات النموذجية التي وضعتها الأمانة في عام 2001 وبعض العناصر التي انبثقت عن المناقشات التي جرت في اللجنة خلال عامي 2002 و 2003.

1. Pursuant to section 10 of annex 4 to the Regulations on Prospecting and Exploration for polymetallic nodules in the Area, all contractors are under the obligation to submit their annual activity reports by the end of March each year.
