31. The Chief pointed out that, as the substantive secretariat of the Committee on Non-Governmental Organizations, the Section actually worked under two mandates, Article 71 of the Charter and Economic and Social Council resolution 1996/31, which defined the Consultative relationship between the Council and nongovernmental organizations.
31 - وأشارت الرئيسة أن القسم، بوصفه الأمانة الفنية للجنة المعنية بالمنظمات غير الحكومية، فهو يعمل بالفعل بمقتضى ولايتين رئيسيتين، تنص عليهما المادة 71 من ميثاق الأمم المتحدة وقرار المجلس الاقتصادي والاجتماعي 1996/31، تحددان العلاقة الاستشارية بين المجلس والمنظمات غير الحكومية.

He further stated that those positions infringed on the sovereignty of his country and violated the provisions of Council resolution 1996/31 on the Consultative relationship between NGOs and the United Nations.
