More generally, the Committee wishes to reiterate that methods of work under article 40 of the Covenant should be as flexible as possible to promote a constructive and effective dialogue with each delegation and to ensure equality in the treatment of States.

24. Mr. Sébastien Duyck, a representative of the University of Lapland, stated that the work under article 6 provides a good example of effective collaboration between Parties and observer organizations.
