87. The requests for approval of plans of work for exploration were considered by the Legal and Technical Commission on 21 August 1997.

While the draft regulations did not contain provisions of the Convention dealing with general principles and objectives of Part XI which are constitutional in character and not of a regulatory nature, a set of addenda were issued to it, some of which contain provisions that are relevant to processing of applications for approval of plans of work for exploration in accordance with Part XI and the Implementing Agreement.
وفيما لم تتضمن مشاريع اﻷنظمة أية أحكام من الاتفاقيـــة تتناول المبادئ العامة للجزء الحادي عشر وأهدافه التي تعد ذات طبيعة تأسيسية لا تنظيمية، فقد صدرت مجموعة إضافات لها، يتضمن بعضها أحكاما تتصل بتجهيز طلبات الموافقة على خطط العمل للاستكشاف وفقا للجزء الحادي عشر واتفاق التنفيذ.

Regulation 21, paragraph 5, provides that, if the Commission makes the determinations specified in paragraph 3 of regulation 21 and determines that the proposed plan of work for exploration meets the requirements of paragraph 4, the Commission shall recommend approval of the plan of work for exploration to the Council.
وتنصُّ الفقرة 5 من المادة 21 من النظام على أن اللجنة، إذا تأكدت من النقاط المنصوص عليها في الفقرة 3 من المادة 21 وقرَّرت أن خطة العمل المقترحة للاستكشاف مستوفيةٌ لشروط الفقرة 4، توصي عندئذ المجلس بالموافقة على خطة العمل للاستكشاف المذكورة.

They also provide that every contract for exploration for polymetallic nodules shall require the contractor to gather environmental baseline data and to establish environmental baselines against which to assess the likely effects of its programme of activities under the plan of work for exploration on the marine environment, and a programme to monitor and report on such effects.
