The Committee calls on the State party to adopt the necessary legislative amendments so as to prohibit discrimination on all grounds stipulated in article 2, paragraph 2 of the Covenant and in the exercise of all economic, social and cultural rights.

The Committee welcomes the establishment of the National Committee on Penal Reform but is greatly concerned at the poor conditions in places of detention and the lack of implementation of the guarantees contained in article 10 of the Covenant as well as in the United Nations Standard Minimum Rules for the Treatment of Prisoners.
