The Committee requests the Macao Special Administrative Region to provide detailed information in its next periodic report on the extent of the coverage of its social security system, including protection for migrant workers and other disadvantaged and marginalized groups.
وتطلب اللجنة إلى منطقة ماكاو الإدارية الخاصة أن تقدم في تقريرها الدوري المقبل معلومات مفصلة عن مدى شمولية نظام الضمان الاجتماعي، بما في ذلك حماية العمال المهاجرين وسائر الفئات المحرومة والمهمّشة.

The Committee is also concerned that the disadvantaged and marginalized groups in society are particularly affected by the privatization of municipal social housing and rising housing prices.
واللجنة قلقة أيضا لأن الفئات المحرومة والمهمّشة في المجتمع تتأثر على نحو خاص بخصخصة برامج الإسكان الاجتماعي التابعة للبلديات وارتفاع أجور المساكن.

In this regard, the State party is encouraged to provide detailed information on the implementation of that plan and on its practical effects on the enjoyment of economic, social and cultural rights in the State party, in particular by disadvantaged and marginalized groups.

141. The Committee notes with concern that the State party has not facilitated the access to, and adequate provision of, housing credit and subsidies to low-income families, especially disadvantaged and marginalized groups.
141- وتلاحظ اللجنة بقلق أن الدولة الطرف لم تسهل ولم توفر بدرجة كافية إمكانية الحصول على الائتمان الخاص بالإسكان وعلى الإعانات الخاصة بالأسر المنخفضة الدخل، لا سيما الفئات المحرومة والمهمّشة.

157. In the light of the indication given by the State party that the reform of the social security system foresees an improved role for the State in fundamental areas of social development, the Committee recommends to the State party in this regard that the social security system and the social development measures take into account the needs of disadvantaged and marginalized groups.
157- وعلى ضوء الإيضاح الذي قدمته الدولة الطرف ومفاده أن إصلاح نظام الضمان الاجتماعي يتوقع أن يحسن دور الدولة في مجالات رئيسية من مجالات التنمية الاجتماعية، توصي اللجنة الدولة الطرف في هذا الصدد بأن يراعي كل من نظام الضمان الاجتماعي وتدابير التنمية الاجتماعية احتياجات الفئات المحرومة والمهمّشة.

56. The Committee strongly recommends that the State party's obligations under the Covenant should be taken into account in all aspects of its negotiations with the international financial institutions and other regional trade agreements to ensure that economic, social and cultural rights, particularly of the most disadvantaged and marginalized groups, are not undermined.
56- وتوصي اللجنة بشدة الدولة الطرف بأن تراعي التزاماتها بموجب العهد في جميع الجوانب من المفاوضات التي تجريها مع المؤسسات المالية الدولية وفي غير ذلك من الاتفاقات التجارية الإقليمية حتى لا يُنالَ من الحقوق الاقتصادية والاجتماعية والثقافية، لا سيما حقوق الفئات المحرومة والمهمّشة.

Steps need to be taken to: increase resource allocations for education of girls; create real opportunities for girls to pursue non-traditional fields; remove gender bias from educational materials and curricula; and accommodate the needs of specific groups of women and girls, for example indigenous and migrant women and other disadvantaged and marginalized groups.
وينبغي القيام بالخطوات التي ترمي إلى زيادة الموارد المخصصة لتعليم الفتيات؛ وإتاحة فرص حقيقية للفتيات من أجل متابعة تحصيلهن العلمي في المجالات غير التقليدية؛ ومحو التحيّز الجنساني من المواد والمناهج التعليمية؛ وتلبية احتياجات فئات معينة من النساء والفتيات، كنساء الشعوب الأصلية والمهاجرات وغير ذلك من الفئات المحرومة والمهمّشة.

322. The Committee further requests the State party to provide it with comparative statistical data on the levels of old-age pensions, disaggregated by sex, number of children, income groups and other relevant criteria, so as to enable an impact assessment of the Act on the pension benefits of women and of members of disadvantaged and marginalized groups who are frequently exposed to interruptions of their working life.
وتطلب اللجنة كذلك إلى الدولة الطرف أن تزودها ببيانات إحصائية مقارنة بشأن مستويات معاشات الشيخوخة مصنفة بحسب نوع الجنس وعدد الأطفال وفئات الدخل وغيرها من المعايير ذات الصلة حتى يتسنى لها إجراء تقييم لأثر القانون في استحقاقات التقاعد للنساء وأعضاء الفئات المحرومة والمهمّشة الذين كثيراً ما يتعرضون لفترات انقطاع عن خدمتهم الوظيفية.

279. The Committee is concerned that problems of persisting overcrowding in hospitals, lack of staff and non-accessibility of basic drugs have put great strain on the public health service, which has detrimental effects on access to basic health-care facilities, goods and services, especially for the disadvantaged and marginalized groups of society.
279- وتعرب اللجنة عن قلقها لأن المشاكل المتعلقة بالاكتظاظ في المستشفيات وقلة الموظفين وعدم التمكن من الحصول على الأدوية الأساسية قد أجهدت الخدمات الصحية العمومية إجهاداً كبيراً، وهو ما يؤثر سلباً في إمكانية الاستفادة من مرافق الرعاية الصحية الأساسية وفي الحصول على المعدات والخدمات الصحية الأساسية، ولا سيما بالنسبة إلى الفئات المحرومة والمهمّشة.

302. The Committee recommends that the State party provide in its next periodic report, on a disaggregated and comparative year-by-year basis, facts and figures on access to basic healthcare facilities, goods and services, and similar figures about the development of a private healthcare system, including on the effects of this on continued access to health facilities by the disadvantaged and marginalized groups of society.
302- وتوصي اللجنة الدولة الطرف بتضمين تقريرها الدوري المقبل وقائع وأرقاماً، مبوبة ومقارنة على أساس سنوي، عن مدى الاستفادة من مرافق الرعاية الصحية الأساسية ومعداتها وخدماتها، وأرقاماً مشابهة عن استحداث نظام خاص للرعاية الصحية، بما في ذلك عن آثار هذا النظام على استمرار إمكانية حصول الفئات المحرومة والمهمّشة في المجتمع على الخدمات الصحية.
