We are resolved to ensure that the Tenth Conference of Heads of State and Government that use French as a common language is a milestone in implementing the Johannesburg Action Plan.

٣ - ترحب بإشراك البلدان التي تستخدم الفرنسية كلغة مشتركة بينها، من خلال وكالة التعاون الثقافي والتقني، في أنشطة اﻷمم المتحدة، ولا سيما في اﻷعمال التحضيرية للمؤتمرات الدولية التي تنظم برعاية اﻷمم المتحدة، وفي إدارة هذه المؤتمرات ومتابعتها؛

In conclusion, I am pleased to stress the importance of the solidarity expressed in favour of the Arabic language and culture at the most recent OIF summit -- held for the first time in an Arab country, Lebanon -- by the heads of State and Government of countries that use French as a common language.
وفي الختام، يسرني أن أشدد على أهمية التضامن تأييدا للغة العربية والثقافة العربية الذي أعرب عنه رؤساء دول وحكومات البلدان التي تستخدم الفرنسية كلغة مشتركة لها في آخر اجتماع قمة عقدوه لأول مرة في بلد عربي، ألا وهو لبنان.

The establishment of the Agency for Cultural and Technical Cooperation (ACTC), on 20 March 1970 in Niamey was a milestone in the realization of the plan to bring together the countries using French as a common language in a joint project, thus contributing to the expression of solidarity by creating harmonious relations between peoples through a fruitful and ongoing dialogue between their cultures and civilizations.

2. Commends the Agency for Cultural and Technical Cooperation for its continuing efforts to encourage multilateral cooperation among countries that use French as a common language, particularly in the areas of conflict prevention, strengthening of the rule of law, economic, social and cultural development and promotion of new information technologies, and requests United Nations bodies to give it their support;
٢ - تثني على وكالة التعاون الثقافي والتقني لما تبذله من جهود متواصلة في تشجيع التعاون المتعدد اﻷطراف بين البلدان التي تستخدم الفرنسية كلغة مشتركة بينها، ولا سيما في ميادين منع النزاعات، وتعزيز حكم القانون، والتنمية الاقتصادية والاجتماعية والثقافية، وكذلك الترويج للتكنولوجيات الجديدة للمعلومات، وتطلب إلى هيئات اﻷمم المتحدة تقديم الدعم لها؛

4. At their Seventh Summit, held in Hanoi on 15 November 1997, the heads of State and Government of countries that use French as a common language decided that the Charter of the Agency for Cultural and Technical Cooperation needed to be revised in order to better promote la Francophonie’s ideals of freedom and human rights, justice, democracy, development and progress.

On 15 November 1997, in Hanoi, some 30 years after its establishment in March 1970 in Niamey, the Summit meeting of the heads of State or Government of countries that use French as a common language took the decision to endow la Francophonie with its full political dimension by making it a full-fledged international institution.
ففي ٥١ تشرين الثاني/نوفمبر ٧٩٩١، وفي هانوي، وبعد قرابة ٠٣ عاما من إنشاء المنظمة الدولية للجماعة الفرنكوفونية في آذار/ مارس ٠٧٩١ في نيامي، فإن مؤتمر قمة رؤساء دول أو حكومات البلدان التي تستخدم الفرنسية كلغة مشتركة اتخذ قرارا بمنح المنظمة الدولية للجماعة الفرنكوفونية بُعدها السياسي الكامل من خلال جعلها مؤسسة دولية كاملة.
