وتابع المتكلم قائلا إن التقرير الشفوي الذي أدلى به رئيس الفريق العامل المعني بالتدابير الرامية إلى القضاء على الإرهاب الدولي في الجلسة 28 للجنة، والذي عُمم نصه على الوفود، أورد في فقرته 9 تعليقات الوفود بطريقة متحيزة؛ معتبرا أنه ليس من المناسب إيراد الآراء التي أعرب عنها وفد أو اثنان دون غيرهما.

His delegation had received an e-mail circulated by the Chair of the Working Group on measures to eliminate international terrorism inviting delegations to a meeting to be held outside the premises of the United Nations, at a mission that had generously offered to host the meeting, on issues relating to the work of the Working Group.
وقال إن وفد بلده تلقى رسالة بالبريد الإلكتروني عمّمها رئيس الفريق العامل المعني بالتدابير الرامية إلى القضاء على الإرهاب الدولي يدعو فيها الوفود إلى اجتماع يُعقد خارج مباني الأمم المتحدة، في بعثة تكرّمت بعرض استضافة هذا الاجتماع، للنظر في مسائل متعلقة بعمل ذلك الفريق العامل.

His delegation believed that the compromise proposal put forward in 2007 by the Coordinator of the Working Group on measures to eliminate international terrorism, which established individual criminal responsibility for terrorist acts, provided for a detailed definition of terrorism and explained the relationship between the draft convention and other branches of international law, represented the only way forward.
وقال إن وفده يعتقد أن الاقتراح التوفيقي الذي طرحه في عام 2007 منسق الفريق العامل المعني بالتدابير الرامية إلى القضاء على الإرهاب الدولي، الذي أوجد المسؤولية الجنائية الفردية عن الأعمال الإرهابية، ينص على وجود تعريف مفصّل للإرهاب ويوضح العلاقة بين مشروع الاتفاقية وفروع أخرى من القانون الدولي، ويمثل هذا السبيل الوحيد لتحقيق التقدم.
