24. The principal legal provisions relating to public security are contained in the Public Security Ordinance No. 25 of 1947 as amended and also in Chapter XVIII of the Constitution.

As a result of the Commission’s approval of the Classifications of Expenditure According to Purpose, the 1993 SNA had to be updated, the two broad areas concerned being Chapter XVIII on functional classifications and sections H, I, J and K of part I of annex V entitled “Classifications and accounts”.

27. Chapter XVIII of the 1993 SNA, " Functional classifications " , notes that two of the classifications described - Classification of Individual Consumption by Purpose (COICOP) and Classification of Outlays of Producers by Purpose (COPP) - are provisional.

However, it stated that after 30 May 2003 such rulings became subject to review within the terms of Chapter XVIII CPC (Reopening of Criminal Cases).
