The suffering of the Palestinians and other Arabs of the occupied territories would only increase as long as Israel continued to occupy their territories.

21. During the second Intifada, a rare peak of anger, frustration, violence and despair was expressed by the Palestinians and other Arabs in the occupied territories, which left the international community helpless for a long time.
21 - وخلال الانتفاضة الثانية، بلغ التعبير عن الغضب والإحباط والعنف واليأس ذروته لدى الفلسطينيين وغيرهم من العرب في الأراضي المحتلة، وهو أمر وقف المجتمع الدولي حياله عاجزا لوقت طويل.

26. Most of the witnesses explained at length that the main problem currently faced by the Palestinians and other Arabs living in the occupied territories was the increased military occupation of their homeland by Israeli forces.
26 - أوضح معظم الشهود بإسهاب أن المشكلة الرئيسية التي باتت في الوقت الراهن تواجه الفلسطينيين وغيرهم من السكان العرب الذين يعيشون في الأرض المحتلة هي تمادي القوات الإسرائيلية في الاحتلال المسلح لوطنهم.

91. Another matter of concern for the Special Committee is the more and increasingly evident policy of the Israelis to control access to and use of water in the Occupied Palestinian Territory and the occupied Golan at the expense of Palestinians and other Arabs living in these areas.
91 - ومن بين الشواغل الأخرى التي تشغل بال اللجنة الخاصة السياسة الإسرائيلية التي تتضح أكثر فأكثر والتي ترمي إلى التحكم في عمليتي الاستفادة من المياه واستخدامها في الأرض الفلسطينية المحتلة والجولان المحتل على حساب الفلسطينيين وغيرهم من العرب الذين يعيشون في هاتين المنطقتين.

95. Many witnesses led the Special Committee to understand that the Palestinians and other Arabs have seen their living conditions as coming close to those prevailing in a prison, and school attendance by children has become increasingly hazardous and dangerous.
95 - وبيَّن عدة شهود للجنة الخاصة أن الفلسطينيين وغيرهم من العرب يعيشون في ظروف تقترب من الظروف السائدة في السجون وأن ذهاب الأطفال إلى المدارس ينطوي على مخاطر متزايدة.

According to the statements of a majority of witnesses testifying before the Special Committee, the main problem faced by Palestinians and other Arabs in these territories lies in the continuation of the military occupation by Israeli forces, since military authorities often have recourse to extreme uses of force with regard to the civilian population.

C. Other matters 24. The Special Committee recognizes that because of lack of access to the occupied territories its report to the General Assembly is limited by its inability to observe directly the conditions of the lives of the Palestinians and other Arabs of the occupied territories and to receive the views of representatives of the occupying authority.
24 - تدرك اللجنة الخاصة أن وصد أبواب الأراضي المحتلة في وجهها قد غل من قدرتها على استيفاء تقريرها المقدم إلى الجمعية العامة بفعل عجزها عن مراقبة أحوال معيشة الفلسطينيين وغيرهم من العرب في الأراضي المحتلة بصورة مباشرة والتعرف على آراء ممثلي السلطة القائمة بالاحتلال.

(vii) Stop carrying out mass arrests and arbitrary detentions and imposing humiliating and cruel treatment on all Palestinians and other Arabs detained in Israeli jails; guarantee those arrested a fair trial and detention conditions in accordance with the International Covenant on Civil and Political Rights, the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and with the Fourth Geneva Convention;

6. Mr. Doudech (Tunisia) noted that the report of the Special Committee (A/52/131 and Add.1 and 2) was, as expected, much like its predecessors in describing a wide variety of human rights violations committed by Israel against the Palestinians and other Arab inhabitants of the occupied territories.

(a) Establish and strictly enforce instructions for full compliance with the principles and provisions of the Convention by all persons involved in the arrest, interrogation and detention of Palestinian and other children in the State party;
(أ) أن تضع تعليمات لامتثال كل من يقومون بتوقيف الأطفال الفلسطينيين وغيرهم من الأطفال في الدولة الطرف واستجوابهم واحتجازهم امتثالاً تاماً لمبادئ الاتفاقية وأحكامها؛

21. Another problem in the occupied territories was Israel’s discriminatory policy against the Palestinian and other Arab population with regard to water supply.
