Recalling paragraph 24 of that report, the Assembly emphasized that the adoption of its resolution was without prejudice to any subsequent review of UNMEER by the Assembly and any decision it might take with regard to the budgetary arrangements, organizational structure and staffing and operational requirements of the Mission, when it considered the Secretary-General's detailed budget submission.

The fifth preambular paragraph reaffirmed that the resolution was without prejudice to the privileges and immunities of United Nations officials and experts on mission, and the sixth further reaffirmed the obligation of United Nations officials and experts on mission to respect the national laws of the host State, as well as the right of the host State to exercise its criminal jurisdiction.
والفقرة الخامسة من الديباجة تؤكد من جديد أن هذا القرار لا يمس امتيازات وحصانات موظفي الأمم المتحدة وخبرائها الموفدين في بعثات، وتؤكد الفقرة السادسة من الديباجة من جديد التزام موظفي الأمم المتحدة وخبرائها الموفدين في بعثات باحترام القوانين الوطنية للدولة المضيفة، وكذلك حق الدولة المضيفة في ممارسة ولايتها الجنائية.
