1.1.2 legal and regulatory issues in biotechnology

As a wider range of services was offered to the poor, a number of legal and regulatory issues arose in ensuring that a wide variety of institutions provided those services in an appropriate, affordable and useful way.
ونظراً لأن طائفة واسعة من الخدمات تقدَّم للفقراء، فقد نشأ عدد من القضايا القانونية والتنظيمية لضمان قيام مختلف المؤسسات بتقديم هذه الخدمات بطريقة ملائمة وميسرة ومفيدة.

This panel addressed intellectual property protection systems, discussed legal and regulatory issues in biotechnology and examined aspects related to biosafety and other matters relevant to the transfer and diffusion of biotechnology in agriculture, nutrition, health and the environment.

Taking into account the constraints that developing countries face in adopting e-commerce and ICT, the report focuses on policies and strategies forto addressing those constraints, including legal and regulatory issues.

Finally, the secretariat informed the Commission of its participation in the UN/International Trade Centre Task Force and in preparations for the WSIS and in a number of regional and national events where it had provided advisory services in areas such as legal and regulatory issues and e-finance.

24- وقامت اللجنة المعنية بتسخير العلم والتكنولوجيا لأغراض التنمية أيضاً، بناء على الدعوة الموجهة إليها، بعقد اجتماع فريقها الدراسي الثاني في جنيف بشأن " القضايا القانونية والتنظيمية في ميدان التكنولوجيا الأحيائية " ، في الفترة من 3 إلى 5 تموز/يوليه 2000.

Policy-makers should be prepared for a host of legal and regulatory issues that may arise at national, regional and international levels, which will influence the way the telecommunications sector is restructured, as well as other related developments such as software copyright, data protection, computer crime and electronic funds transfer.
وينبغي أن يكون واضعو السياسات مستعدين لتناول لفيف من القضايا القانونية والتنظيمية التي قد تنشأ على الصﱡعد الوطنية واﻹقليمية والدولية والتي ستؤثر على الطريقة التي يُعاد بها تشكيل هيكل قطاع الاتصالات السلكية واللاسلكية، فضلا عما يتصل بذلك من تطورات مثل حقوق التأليف والنشر الخاصة ببرامج الحواسيب، وحماية البيانات، وجرائم الحواسيب، والتحويل الالكتروني لﻷموال.

The study by the Secretariat, submitted at the forty-fifth session of the Commission, in 2012, provided a brief summary of the state of the matter in each of the four topics indicated above, as well as key legal and regulatory issues relating thereto, for consideration by the Commission.
4- وتضمنت الدراسة، التي أجرتها الأمانة() وقدمتها في دورة اللجنة الخامسة والأربعين في عام 2012، ملخصاً وجيزاً للحالة القائمة فيما يخص كلاًّ من المواضيع الأربعة المذكورة أعلاه، وكذلك لأهم القضايا القانونية والتنظيمية المتصلة بها، لكي تنظر فيها اللجنة.

The secretariat also carried out other activities, including participating as a member in the UN ICT Task Force and in preparations for the World Summit on the Information Society. Furthermore, it participated in a number of regional and national events in which it provided advisory services in areas such as legal and regulatory issues and e-finance.
64- اضطلعت الأمانة أيضاً بأنشطة أخرى، من بينها المشاركة بصفتها عضواً في فرقة العمل المعنية بتكنولوجيات المعلومات والاتصالات التابعة للأمم المتحدة واستعداداً لمؤتمر القمة المعني بمجتمع المعلومات، بالإضافة إلى المشاركة في عدد من اللقاءات الإقليمية والوطنية التي قدمت فيها خدمات استشارية في مجالات من قبيل القضايا القانونية والتنظيمية والتمويل الإلكتروني.

He therefore proposed that the first sentence should be amended to read: " After discussion delegates agreed that the secretariat should convene a colloquium to explore the legal and regulatory issues surrounding microfinance which fell within the mandate of UNCITRAL. " The second sentence should be amended to read " This colloquium may include experts working from other organizations actively working on the issue. "
وقال إنه لذلك يقترح أن تُعدّل الجملة الأولى كي يصبح نصّها: " بعد المناقشة، وافق المندوبون على أن تعقد الأمانة ندوة لاستكشاف القضايا القانونية والتنظيمية التي تحيط بالتمويل البالغ الصغر التي تدخل في نطاق ولاية الأونسيترال، وقد تضم هذه الندوة خبراء من منظمات أخرى يعملون بنشاط في مجال هذه المسألة " .
