وإذ يتذكر قرارات القمم العربية وقرارات المجلس على المستوى الوزاري بشأن الجولان العربي السوري المحتل،

Second: Follow-up to implementation of the social and economic-related resolutions adopted by the regular Arab summits held between 2001 and 2010:
ثانيا - متابعة تنفيذ القرارات الاقتصادية والاجتماعية الصادرة عن القمم العربية في دوراتها العادية خلال الفترة 2001-2010:

Pursuant to the concern of the Arab Kings and Presidents for youth and in implementation of the resolutions of previous Arab summits, in particular the Khartoum Declaration, which stipulates:
انطلاقا من اهتمام الملوك والرؤساء العرب بقضايا الشباب، وتنفيذا لقرارات القمم العربية السابقة، وخاصة إعلان الخرطوم، الذي ينص على ما يلي:

Affirming previous Arab summit resolutions in this regard, of which the last was resolution 379 (Riyadh, 29 March 2007);
- وإذ يؤكد على قرارات القمم العربية السابقة في هذا الشأن وآخرها قرار قمة الرياض رقم 379 بتاريخ 29/3/2007،

Pursuant to Arab summit resolutions, of which the last was resolution 304 (Algiers, 23 March 2005) of the 17th ordinary session of the Council of the League of Arab States at summit level,
دعـم جمهوريـة الصـومال. واستناداً إلى قرارات القمم العربية وآخرها قرار قمة الجزائر د.ع (17) رقم 304 بتاريخ 23/3/2005،

- The resolutions adopted by Arab summits concerning support for peace, unity and development in the Sudan,
- قرارات القمم العربية بشأن دعم السلام والوحدة والتنمية في السودان،

Iraq is a founding and active member of the League of Arab States; we support the charter of that organization and the decisions of Arab summits. We support the Palestinian people in their struggle to achieve their legitimate rights, in accordance with international resolutions.
والعراق، العضو المؤسس والفعال في جامعة الدول العربية، يجدد التزامه بميثاق الجامعة وقرارات القمم العربية وتأييده للشعب الفلسطيني لاستحصال حقوقه المشروعة وفق القرارات الدولية.

Reaffirming the importance of the obligation of paying contributions due from Member States to support the budget of the Palestinian National Authority in accordance with resolutions adopted at the Arab summits held in Beirut, Sharm el Sheikh and Tunis,
وإذ يؤكد على أهمية الالتزام بسداد المساهمات المتوجبة على الدول الأعضاء في دعم موازنة السلطة الوطنية الفلسطينية وفقاً لقرارات القمم العربية في بيروت وشرم الشيخ وتونس،

To call upon the Arab States to continue to support the budget of the Palestinian National Authority in accordance with the resolutions of previous Arab summits and for a period of one year with effect from 1 April 2007;
دعوة الدول العربية إلى الاســتمرار في دعــم موازنة السلطة الوطنية الفلسطينية وفـق لما أقرته القمم العربية السابقة ولمدة سنة تبدأ من 1/4/2007.

Affirming the resolution of the extraordinary session of Arab Ministers for Foreign Affairs of 4 March 2009 and the resolutions of previous Arab summits on support for peace, development and unity in the Sudan, most recently the resolution of the Damascus summit in March 2008,
- وإذ يؤكد على قرار الدورة الاستثنائية لوزراء الخارجية العرب في 4/3/2009 وعلى قرارات القمم العربية السابقة حول دعم السلام والتنمية والوحدة في السودان وآخرها قرار قمة دمشق في آذار/مارس 2008،

3. To call upon the Arab States to continue to support the budget of the Palestinian National Authority in accordance with the resolutions of previous Arab summits, for a period of one year, with effect from 1 April 2008;
3 - دعوة الدول العربية إلى الاستمرار في دعم موازنة السلطة الوطنية الفلسطينية وفقا لما أقرته القمم العربية السابقة لمدة سنة تبدأ من 1/4/2008.

Renewing its commitment to the resolutions of Arab summits on the need for reform and modernization in the Arab States and the formulation of integrated strategies for growth, development and progress to strengthen the course of Joint Arab Action,
- وإذ يجدد التزامه بما أقرته القمم العربية بشأن ضرورات الإصلاح والتحديث في الدول العربية، ووضع استراتيجيات متكاملة للتنمية والتطوير والتقدم، بما يعزز مسيرة العمل العربي المشترك،

If we are dissatisfied with the Arab situation, our dissatisfaction is linked not so much to the summits themselves as to the context of inter-Arab relations and attendant circumstances, past and present, the effects of which have been reflected in the Arab summits.
وإذا كان الوضع العربي غير مرضٍ لنا فهذا لا يرتبط بالقمم بحد ذاتها، بمقدار ما يرتبط بسياق العلاقات العربية - العربية والظروف التي أحاطت بها في الماضي والحاضر والتي انعكست نتائجها على القمم العربية.

2. To invite Arab States to continue to support the budget of the Palestinian National Authority in accordance with the resolutions to that effect adapted at previous Arab summits, through the same mechanisms, for a period of six months beginning on 1 April 2005;
دعوة الدول العربية إلى الاستمرار في دعم موازنة السلطة الوطنية الفلسطينية وفق ما قررته القمم العربية السابقة وبنفس الآليات، ولمدة ستة أشهر تبدأ من 1/4/2005.

That we commend the atmosphere in which the Palestinian presidential elections took place, which reflected the democratic option, and that we affirm our continued support for the Palestinian National Authority and the strengthening of its role, and our unqualified solidarity with the Palestinian people for the restoration of its legitimate rights in the context of the unalterable principles that have been endorsed by successive Arab summits;
الإشادة بالأجواء التي جرت فيها الانتخابات الرئاسية الفلسطينية والتي تعكس الخيار الديمقراطي والتأكيد على مواصلة الدعم للسلطة الوطنية الفلسطينية وتعزيز دورها والتضامن المطلق مع الشعب الفلسطيني لاستعادة حقوقه الشرعية في إطار الثوابت والمبادئ التي أرستها القمم العربية.

Having affirmed the relevant resolutions of previous Arab summits, the most recent of which were the two Doha Summit resolutions concerning support for peace, unity and development in the Sudan and rejecting the decision of the Preparatory Commission of the International Criminal Court with respect to President Omar Al-Bashir,
وإذ يؤكد على قرارات القمم العربية السابقة في هذا الشأن، وآخرها قراري قمة الدوحة 2009 حول: دعم السلام والوحدة والتنمية في السودان، ورفض قرار الدائرة التمهيدية للمحكمة الجنائية في حق فخامة الرئيس عمر حسن أحمد البشير.

(a) To take note of the report of the Secretary General on implementation of the social and economic-related resolutions adopted by the regular Arab summits held between 2001 and 2010.
(أ) الإحاطة علما بتقرير الأمين العام حول متابعة تنفيذ القرارات الاقتصادية والاجتماعية الصادرة عن القمم العربية في دوراتها العادية خلال الفترة 2001-2010.

In furtherance of Arab summit resolutions concerning the development and activation of the Joint Arab Action system, the need for reform and modernization in the Arab world, and in appreciation of all the efforts of the various agencies and specialized organs of the League in formulating an integrated strategy for growth, development and reform,
ومواصلة لما أقرته القمم العربية بشأن تطوير وتفعيل منظومة العمل العربي المشترك، وضرورات الإصلاح والتحديث في الدول العربية، مع تقدير كافة الجهود التي قامت بها الجامعة بأجهزتها المختلفة ومنظماتها المتخصصة في سبيل وضع استراتيجيات متكاملة للتنمية والتطوير والإصلاح،

Believing in the need to foster and implement Arab summit resolutions relating to the Palestinian issue, including striving to formulate practical, implementing mechanisms for these,
- وإيماناً بضرورة تفعيل وتنفيذ قرارات القمم العربية ذات الصلة بالقضية الفلسطينية بما في ذلك العمل على وضع آليات عملية وتنفيذية لها،

Recalling the resolutions of previous Arab summit conferences on support for the Republic of Somalia, the most recent of them being resolution 16/268 adopted on 23 May 2004 at the Tunis Summit,
واستنادًا إلى قرارات القمم العربية وآخرها قرار قمة تونس (2004) رقم 268 بتاريخ 23/5/2004، الصادر بشأن دعم جمهورية الصومال،

Welcoming the steps taken by the Union of Comoros, the State of Qatar and the Secretariat-General of the League of Arab States to prepare thoroughly for the successful convening of the conference in support of development and investment in the Union of the Comoros, in implementation of the relevant Arab summit resolutions,
- وإذ يرحب بالخطوات المتخذة من قِبَل جمهورية القمر المتحدة ودولة قطر والأمانة العامة لجامعة الدول العربية للإعداد الجيد لعقد وإنجاح مؤتمر " دعم التنمية والاستثمار بجمهورية القمر المتحدة " تنفيذا لقرارات القمم العربية ذات الصلة،
