16. The European Union applauded the decision of the Commission for Social Development to renew the mandate of the Special Rapporteur on Disabilities until the end of December 2005, in order to further the promotion and monitoring of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities.
16 - وقالت إن الاتحاد الأوروبي يهنئ لجنة التنمية الاجتماعية على قرارها بتجديد ولاية المقرر الخاص المعني بالإعاقات إلى نهاية كانون الأول/ديسمبر 2005 بغية المضي في تعزيز ورصد القواعد الموحدة المتعلقة بتحقيق تكافؤ الفرص للمعوقين.

57. The second phase of the global survey on Government action on the implementation of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities revealed that the three regions in the world with the highest number of indigenous peoples are also the regions with the lowest rate of implementation of the Standard Rules.
57 - وبيّنت المرحلة الثانية من الدراسة الاستقصائية العالمية عن أنشطة الحكومات المتعلقة بتنفيذ القواعد الموحدة المتعلقة بتحقيق تكافؤ الفرص للأشخاص ذوي الإعاقة أن المناطق الثلاث في العالم التي تقيم فيها أكبر الأعداد من أفراد الشعوب الأصلية هي أيضا المناطق ذات معدل التنفيذ الأدنى للقواعد الموحدة.

(e) Finally, the Commission on Human Rights, in paragraph 5 of its resolution 1996/27 of 19 April 1996, entitled " Human Rights of persons with disabilities " , urged all Governments to implement, with the cooperation and assistance of organizations, the Standard Rules on the Equalization of Opportunities for Persons with Disabilities.

(g) The Committee should promote the Standard Rules on the Equalization of Opportunities for Persons with Disabilities as being relevant for full implementation of the Convention on the Rights of the Child, and strengthen its cooperation with the Special Rapporteur on Disabilities and his panel of experts;

(e) Recognizing the importance of the principles and policy guidelines contained in the Standard Rules on the Equalization of Opportunities for Persons with Disabilities in influencing the promotion, formulation and evaluation of the policies, plans, programmes and actions at the national, regional and international levels to further equalize opportunities for persons with disabilities,
(هـ) وإذ تعترف بأهمية المبادئ والتوجيهات الواردة في القواعد الموحدة المتعلقة بتحقيق تكافؤ الفرص للمعوقين في تعزيز وصياغة وتقييم السياسات والخطط والبرامج والإجراءات على الصعد الوطني والإقليمي والدولي لزيادة تكافؤ الفرص للمعوقين،

418. In light of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities (General Assembly resolution 48/96, annex) and the recommendations adopted by the Committee at its day of general discussion on the rights of children with disabilities (see CRC/C/69), the Committee recommends that the State party take all necessary measures:
418- وفي ضوء القواعد الموحدة المتعلقة بتحقيق تكافؤ الفرص للمعوقين (قرار الجمعية العامة 48/96، المرفق) والتوصيات التي اعتمدتها اللجنة في يوم مناقشتها العامة لحقوق الأطفال المعوقين (انظر الوثيقة CRC/C/69)، فإن اللجنة توصي بأن تتخذ الدولة الطرف جميع التدابير اللازمة لتحقيق ما يلي:

416. In the light of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities and the Committee's recommendations adopted at its day of general discussion on the rights of children with disabilities (CRC/C/69, paras. 310-339), the Committee recommends that the State party ensure the integration of these children into mainstream education.
416- في ضوء القواعد الموحدة المتعلقة بتحقيق تكافؤ الفرص للمعوقين، وتوصيات اللجنة المعتمدة في يوم المناقشة العامة الذي نظمته بشأن حقوق الأطفال المعوقين (CRC/C/69، الفقرات 310-339)، توصي اللجنة الدولة الطرف بأن تضمن دمج هؤلاء الأطفال في نظام التعليم العادي.

25. Adopted by the General Assembly in 1993, the Standard Rules on the Equalization of Opportunities for Persons with Disabilities (Standard Rules) contain a broad range of commitments to ensure equal opportunities are available to persons with disabilities in all fields.
25- وتشتمل القواعد الموحدة المتعلقة بتحقيق تكافؤ الفرص للمعوقين (القواعد الموحدة) التي اعتمدتها الجمعية العامة في عام 1993، على مجموعة واسعة من الالتزامات التي تكفل إتاحة فرص متكافئة للمعوقين في جميع المجالات.
