In addition to the already existing discrimination in the field of the use of language, employment, education and information, such behaviour of Macedonian authorities makes Serbs feel second-class citizens, i.e. being denied enjoyment of the same rights recognized to the members of the majority people and the members of other nationalities in this former Yugoslav Republic.

27. In the general referendum held on 19 May 1991, 93.94 per cent of voters, with a turnout of 84.94 per cent of the whole electorate, approved that " Republic of Croatia, as a sovereign and independent State which guarantees a cultural autonomy and all civil rights to Serbs and other nationalities in Croatia, might enter into alliance of sovereign States with other republics " .
