In December 1992 the Democratic Constituent Congress (Congreso Constituyente Democrático) was inaugurated: it approved a law confirming the constitutionality of the President and the continued applicability of all laws enacted by him, as well as a motion that the Peruvian State did not have a policy of systematically violating human rights.
٦٢- وفي كانون اﻷول/ديسمبر ٢٩٩١، افتُتح الكونغرس التأسيسي الديمقراطي الذي: أقر قانوناً أكد دستورية الرئيس واستمرار سريان جميع القوانين التي أصدرها، كما أقر اقتراحاً يفيد بأن دولة بيرو لا تنتهج أية سياسة تنطوي على أي انتهاكات منتظمة لحقوق اﻹنسان.

2. The report below is adapted to the new constitutional framework in Peru arising from the Political Constitutional of the Republic approved by the Democratic Constituent Congress and ratified by the Peruvian people in a popular referendum on 31 October 1993.
٢- والتقرير الوارد أدناه مكيﱠف مع اﻹطار الدستوري الجديد في بيرو النابع من الدستور السياسي للجمهورية المعتمد من الكونغرس التأسيسي الديمقراطي، والمصدق عليه من شعب بيرو باستفتاء شعبي بتاريخ ١٣ تشرين اﻷول/أكتوبر ٣٩٩١.

In this context, the Special Rapporteur was informed that, on 7 February 1994, the Congreso Constituyente Democrático (Democratic Constituent Congress, CCD) approved a law amending the procedure for the decision of conflicts of competence between the military and the civilian justice systems to the effect that a simple majority of votes in the deciding Chamber of the Supreme Court suffices to determine the competence of either jurisdiction.

28. Mr. REYES-MORALES (Peru) said that Act No. 26479, which had granted general amnesty to members of the military and the police and to civilians involved in various events, had been adopted by the Democratic Constituent Congress and promulgated by the President of the Republic on 14 June 1995.
