Noting with great concern that, despite all the efforts deployed so far by the United Nations, the Organization of African Unity and others, the situation of Refugees and Displaced Persons in Central and East Africa remains precarious and unsolved,

The participants cited as the main cause of the proliferation of Refugees and Displaced Persons in Central Africa the deadly conflicts to which the subregion has been constantly subjected.

They drew attention to the large numbers of Refugees and Displaced Persons in Central Africa and deplored the unavailability of reliable statistics that would give a better idea of the scope of the phenomenon.

During the reporting period, the Committee held the fourteenth and fifteenth ministerial meetings, the Subregional Conference on the Question of Refugees and Displaced Persons in Central Africa, and a meeting of experts on the modalities and terms of reference of the Subregional Centre for Human Rights and Democracy in Central Africa.
6 - عقدت اللجنة خلال الفترة التي يغطيها التقرير، اجتماعيها الوزاريين الرابع عشر والخامس عشر، ومؤتمرا دون إقليمي معني بمسألة اللاجئين والمشردين في وسط أفريقيا، كما عقدت اجتماع خبراء معني بطرائق عمل واختصاصات المركز دون الإقليمي لحقوق الإنسان والديمقراطية في وسط أفريقيا.

In conformity with the methodology proposed by the organizers, the Bujumbura Conference gave rise to substantial statements presented by the high-level experts, followed by dynamic and constructive exchanges among representatives of Governments, international organizations and civil society, resulting in relevant recommendations on specific measures to be taken to deal with the proliferation of Refugees and Displaced Persons in Central Africa.

Under Theme No. 5, on solutions to the problems of Refugees and Displaced Persons in Central Africa (measures to be taken at the national, regional and international levels to improve the situation of refugees and displaced persons), the participants cited a number of durable solutions to resolve the problems of refugees: repatriation, integration and resettlement.

Under Theme No. 2, on the situation of Refugees and Displaced Persons in Central Africa (magnitude of the phenomenon, difficulties, constraints and the problems of recognition, integration and repatriation), the participants noted that the magnitude which the phenomenon of refugees and displaced persons had reached in Central Africa in recent years was a cause of great concern for the countries of the subregion.
