12. In addition, the Centre provided substantive and organizational support to the meeting of the Standing Advisory Committee on Security Questions in Central Africa from 8 to 12 March 1993, in Bujumbura, Burundi.
١٢ - وعلاوة على ذلك، فقد وفر المركز دعما فنيا وتنظيميا لاجتماع اللجنة الاستشارية الدائمة المعنية بمسائل اﻷمن في افريقيا الوسطى المعقود في الفترة من ٨ الى ١٢ آذار/مارس ١٩٩٣، في بوجومبورا، بوروندي.

3. The activities of the Standing Advisory Committee on Security Questions in Central Africa since the previous report of the Secretary-General mentioned above have been principally concerned with two important meetings on the implementation of the programme of work of the Committee.
٣ - وقد تضمنت أساسا أنشطة اللجنة الاستشارية الدائمة المعنية بمسائل اﻷمن في وسط افريقيا، منذ وضع تقرير اﻷمين العام اﻷخير المشار إليه، اجتماعين هامين متعلقين بتنفيذ برنامج عمل اللجنة.

Aware of this, the members of the Economic Community of Central African States, with the assistance of the United Nations, are now addressing themselves to progressive implementation of the work programme of the Standing Advisory Committee on Security Questions in Central Africa, which was adopted by the General Assembly last year.
وإن أعضاء المجموعة الاقتصادية لدول افريقيا الوسطى، إدراكا منهم لذلك، يعملون اﻵن، بمساعدة من اﻷمم المتحدة، على التنفيذ التدريجي لبرنامج عمل اللجنة الاستشارية الدائمة المعنية بمسائل اﻷمن في افريقيا الوسطى، الذي اعتمدته الجمعية العامة في الماضي.

To that end, the Assembly, affirming its support for the programme of work of the Standing Advisory Committee on Security Questions in Central Africa, requested the Secretary-General to continue to provide assistance to the States members of the Committee and to report to it at its fifty-second session on the implementation of the resolution.
وطلبت الجمعية إلى اﻷمين العام، تحقيقا لهذه الغاية وبعد التأكيد على تأييدها لبرنامج عمل اللجنة الاستشارية الدائمة المعنية بمسائل اﻷمن في وسط افريقيا، أن يواصل تقديم المساعدة إلى الدول اﻷعضاء في تلك اللجنة وأن يقدم اليها في دورتها الثانية والخمسين تقريرا عن تنفيذ القرار.

We also urge the strengthening of existing structures, such as the Standing Advisory Committee on Security Questions in Central Africa; the Regional Centre for Peace and Disarmament in Africa at Lomé, in Togo; and the OAU's Mechanism for Conflict Prevention, Management and Resolution.
ونحث أيضـــا علـــى تعزيـــز التشكيلات الموجودة حاليا مثل اللجنة الاستشارية الدائمة المعنية بمسائل اﻷمن في افريقيا الوسطى، والمركـــز اﻹقليمي للسلام ونزع السلاح في افريقيا فـــي لومـــي بتوغو، وآلية منظمة الوحدة اﻷفريقيـــة لمنـــع وإدارة وتسوية المنازعات في أفريقيا.

It is in this context that we have the Standing Advisory Committee on Security Questions in Central Africa, set up on 28 May 1992 by the Secretary-General under resolution 46/37 B of 6 December 1991.

In section C of his statement, the Secretary-General outlined the activities which would be undertaken by the Standing Advisory Committee on Security Questions in Central Africa and indicated that it would hold two meetings, one at Luanda, for five days in 1994, and another at Brazzaville, also for five days, and that in connection with those meetings, travel and subsistence would be paid to the participants and
وفي الفرع جيم من البيان، أوجز اﻷمين العام اﻷنشطة التي ستضطلع بها اللجنة الاستشارية الدائمة المعنية بمسائل اﻷمن في افريقيا الوسطى وأوضح أنها ستعقد اجتماعين، أحدهما في لواندا، لمدة خمسة أيام عام ١٩٩٤، واﻵخر في برازافيل، لمدة خمسة أيام أيضا.

The conclusions of the recent seminar organized by the United Nations Secretariat in Yaoundé from 27 to 31 July 1998 within the framework of the Standing Advisory Committee on Security Questions in Central Africa are particularly illustrative in that regard.
وقد توصلت الى نتائج ذات دلالة عميقة في هذا المجال الحلقة الدراسية التي نظمتها مؤخرا اﻷمانة العامة لﻷمم المتحدة في ياوندي في الفقرة من ٢٧ الى ٣١ تموز/ يوليه ١٩٩٨ في إطار اللجنة الاستشارية الدائمة المعنية بمسائل اﻷمن في افريقيا الوسطى.

1. By its resolution 50/71 B of 12 December 1995, the General Assembly, inter alia, reaffirmed its support for the programme of work of the Standing Advisory Committee on Security Questions in Central Africa and urged States members of the Committee to implement the specific measures they had already adopted within the framework of the Committee's work programme.
١ - أكدت الجمعية العامة من جديد في قرارها ٥٠/٧١ باء المؤرخ ١٢ كانون اﻷول/ديسمبر ١٩٩٥، في جملة أمور، برنامج العمل الذي اعتمدته اللجنة الاستشارية الدائمة المعنية بمسائل اﻷمن في وسط أفريقيا، وحثت الدول اﻷعضاء في اللجنة على تنفيذ التدابير المحددة التي سبق لها أن اعتمدتها في إطار برنامج عمل اللجنة.

(g) The convening, on a regular basis, of meetings of heads of State and Government, within the framework of the Standing Advisory Committee on Security Questions in Central Africa, to examine peace and related security issues in the subregion.
)ز( عقد اجتماعات منتظمة لرؤساء الدول والحكومات، في إطار اللجنة الاستشارية الدائمة المعنية بمسائل اﻷمن في وسط أفريقيا، لبحث مسألة السلم ومسائل اﻷمن ذات الصلة في المنطقة دون الاقليمية.

16. The first meeting at the level of heads of State and Government of the Standing Advisory Committee on Security Questions in Central Africa, and the Declaration issued on that occasion (A/51/274, annex), represent a milestone in the life of the Committee and in the quest for lasting peace and security in this turbulent subregion.
١٦ - إن الاجتماع اﻷول الذي عقد على مستوى رؤساء دول وحكومات البلدان اﻷعضاء في اللجنة الاستشارية الدائمة المعنية بمسائل اﻷمن في وسط أفريقيا، واﻹعلان الذي صدر بهذه المناسبة )A/51/274، المرفق(، يشكلان حدثا بارزا في حياة اللجنة وفي البحث عن سلم وأمن دائمين في هذه المنطقة دون اﻹقليمية المضطربة.

1. By its resolution 49/76 C of 15 December 1994, the General Assembly, inter alia, requested me to submit to it at its fiftieth session a report on the work of the Standing Advisory Committee on Security Questions in Central Africa.
١ - طلبت اليﱠ الجمعية العامة، في قرارها ٤٩/٧٦ جيم، المؤرخ ١٥ كانون اﻷول/ديسمبر ١٩٩٤، وفي جملة أمور أن أقدم إليها في دورتها الخمسين تقريرا عن أعمال اللجنة الاستشارية الدائمة المعنية بمسائل اﻷمن في وسط أفريقيا.

1. Takes note of the report of the Secretary-General on regional confidence-building measures, 10/ which deals chiefly with the meetings of the Standing Advisory Committee on Security Questions in Central Africa, held at Yaoundé in April and September 1994;
١ - تحيط علما بتقرير اﻷمين العام عن تدابير بناء الثقة على الصعيد اﻹقليمي)١٠(، الذي يتناول بصفة أساسية اجتماعيْ اللجنة الاستشارية الدائمة المعنية بمسائل اﻷمن في وسط افريقيا، المعقودين في ياوندي في نيسان/ابريل وأيلول/سبتمبر ١٩٩٤؛

The Advisory Committee notes that a provision is made for interpretation of the meetings of the Standing Advisory Committee on Security Questions in Central Africa (see para. 4.20) and for the rental of premises and equipment for the Committee’s meetings.
ثانيا - ٢٥ وتلاحظ اللجنة الاستشارية رصد اعتماد للترجمة الشفوية لاجتماعات اللجنة الاستشارية الدائمة المعنية بمسائل اﻷمن في وسط أفريقيا )انظر الفقرة ٤-٢٠( واستئجار أماكن ومعدات لاجتماعاتها.

4. In accordance with the procedural decisions adopted at the meeting held at Yaoundé from 27 to 31 July 1992, the Standing Advisory Committee on Security Questions in Central Africa was held at Bujumbura at the expert level from 8 to 10 March 1993 and at the ministerial level from 11 to 12 March 1993.

Sir Michael WESTON (United Kingdom), explaining his delegation's abstention in the vote on the draft resolution, said that the United Kingdom strongly supported regional confidence-building measures in principle and also firmly supported regional initiatives such as the Standing Advisory Committee on Security Questions in Central Africa.
٢٦ - السير مايكل ويستون )المملكة المتحدة(: شرح امتناع وفده عن التصويت على مشروع القرار، فقال إن المملكة المتحدة تؤيد بشدة تدابير بناء الثقة الاقليمية من حيث المبدأ، كما تؤيد بصورة ثابتة المبادرات الاقليمية مثل اللجنة الاستشارية الدائمة المعنية بمسائل اﻷمن في وسط افريقيا.
