(ج) تشكل أغلبيــة الممثلين في المكتب ولجنة الصياغة ولجنة وثائق التفويض أو أي هيئة فرعية نصابا قانونيا، ولرئيس اللجنة الرئيسية أن يعلن افتتاح الجلسة والإذن بالشروع في المناقشة عند حضور ما لا يقل عن ربع ممثلي الدول المشتركة في المؤتمر.
