وقد عززت الجمعية هذا الانفصام في قرارها 45/248 المؤرخ 21 كانون الأول/ديسمبر 1990، بإعادة التأكيد على أن اللجنة الخامسة هي اللجنة الرئيسية التابعة للجمعية العامة المختصة بالمسؤولية عن المسائل الإدارية ومسائل الميزانية.
