Draft decision for consideration by the Conference of the Parties on the adoption of rules and procedures for preventing and dealing with conflicts of interest relating to the activities of the Chemical Review Committee
مشروع مقرر ليبحثه مؤتمر الأطراف بشأن اعتماد القواعد والإجراءات لمنع ولمعالجة تعارض المصالح المتعلقة بأنشطة اللجنة المعنية باستعراض المواد الكيميائية

1. Decides that it is essential to safeguard confidence in the integrity of the process of work of the Chemical Review Committee while encouraging experienced and competent persons to accept membership in the Committee by:
1 - يقرر أنه من الضروري المحافظة على الثقة في سلامة عملية عمل اللجنة المعنية باستعراض المواد الكيميائية وفي نفس الوقت تشجيع ذوي الخبرة والاختصاص من الأفراد لقبول العضوية في اللجنة وذلك:

3. Decides that, in carrying out their duties, the members of the Chemical Review Committee shall:
3 - يقرر أن يلتزم أعضاء اللجنة المعنية باستعراض المواد الكيميائية بما يلي عند تأدية واجباتهم:

The Bureau of the Conference of the Parties may recommend to the Conference of the Parties the temporary suspension of the participation of the expert in some or in all the activities of the Chemical Review Committee.
ويجوز لمكتب مؤتمر الأطراف أن يوصي مؤتمر الأطراف بوقف اشتراك ذلك الخبير مؤقتاً في بعض أو كل أنشطة اللجنة المعنية باستعراض المواد الكيميائية.

(d) Establishing appropriate procedures for preventing and dealing with conflicts of interest relating to the activities of the Chemical Review Committee;
(د) بوضع إجراءات مناسبة لمنع ومعالجة تعارض المصالح المتعلقة بأنشطة اللجنة المعنية باستعراض المواد الكيميائية.

5. Decides that members of the Chemical Review Committee shall disclose activities, including business or financial interest, which might call into question their ability to discharge their duties and responsibilities objectively.
5 - يقرر أن يشهر أعضاء اللجنة المعنية باستعراض المواد الكيميائية أنشطتهم، بما في ذلك الأعمال التجارية أو المصالح المالية التي قد تدعو إلى التشكيك في قدراتهم في تصريف واجباتهم ومسؤولياتهم بموضوعية.

To this effect, the Conference of the Parties adopts the declaration of interests as set out in the annex to the present decision for consideration in connection with the designation, appointment and review of the status of experts to the Chemical Review Committee;
وتحقيقاً لهذا الهدف، تعتمد لجنة التفاوض الحكومية الدولية استمارة إشهار المصالح على النحو المبين في المرفق لهذا المقرر للنظر فيما يتعلق بترشيح وتعيين واستعراض أوضاع الخبراء في اللجنة المعنية باستعراض المواد الكيميائية.

8. Decides that any designation of experts to serve in the Chemical Review Committee shall be subject to the relevant provisions of paragraph 7 of the present decision.
8 - يقرر أي تعيين لخبراء جدد للعمل في اللجنة المعنية باستعراض المواد الكيميائية يجب أن يخضع لأحكام الفقرة 7 من هذا المقرر.

4. Decides that, to avoid the possibility or appearance that members of the Chemical Review Committee might receive preferential treatment, members shall not seek preferential treatment for themselves or third parties or act as paid intermediaries for third parties in dealings with the Chemical Review Committee;
4 - يقرر تجنباً لاحتمال أو ظهور أعضاء اللجنة المعنية باستعراض المواد الكيميائية كما لو كانوا يتلقون معاملة تفضيلية، أنه ينبغي للأعضاء عدم إلتماس أي أفضلية في التعامل لأنفسهم أو للغير أو التصرف كوسطاء بأجر للغير في المعاملات مع اللجنة المعنية باستعراض المواد الكيميائية.

(i) Not knowingly take advantage of, or benefit from, information that is obtained in the course of their duties and responsibilities as members of the Chemical Review Committee and that is not generally available to the public;
(ط) عدم الاستغلال، أو الاستفادة من أي معلومات يتم الحصول عليها أثناء تصريف واجباتهم ومسؤولياتهم نتيجة لعدم المعلومية، كأعضـاء في اللجنة المعنية باستعراض المواد الكيميائية والتي لا تكون متاحة بشكل عام للجمهور؛
