A State Party to this Convention may at any time declare that it recognizes the competence of the Committee to receive and consider communications in which a State Party claims that another State Party is not fulfilling its obligations under this Convention.
يجوز لأي دولة طرف في هذه الاتفاقية أن تعلن، في أي وقت، اعترافها باختصاص اللجنة بتلقي وبحث بلاغات تزعم دولة طرف بموجبها أن دولة طرفاً أخرى لا تفي بالتزاماتها بموجب هذه الاتفاقية.

A State Party to this Convention may at any time declare that it recognizes the competence of the Committee to receive and consider communications in which a State Party claims that another State Party is not fulfilling its obligations under this Convention.

510. The Committee suggests that the State party consider making the declaration under article 14, paragraph 1, of the Convention recognizing the competence of the Committee to receive and consider communications from individuals or groups of individuals within its jurisdiction claiming to be victims of a violation of any of the rights set forth in the Convention.
٥١٠ - وتقترح اللجنة على الدولة الطرف أن تنظر في أمر إصدار اﻹعلان المطلوب في الفقرة ١ من المادة ١٤ من الاتفاقية، والذي تقر فيه باختصاص اللجنة بتلقي وبحث الرسائل المقدمة من أفراد أو مجموعات أفراد مشمولين بولاية الدولة الطرف ويدعون أنهم ضحايا انتهاك من جانبها ﻷي حق من الحقوق المقررة في الاتفاقية.

A State Party may at the time of ratification of this Convention or at any time afterwards declare that it recognizes the competence of the Committee to receive and consider communications from or on behalf of individuals subject to its jurisdiction claiming to be victims of a violation by this State Party of provisions of this Convention.
1 - يجوز لكل دولة طرف، عند التصديق على هذه الاتفاقية أو بعده، أن تعلن اعترافها باختصاص اللجنة بتلقي وبحث البلاغات المقدمة من الأفراد الذين يخضعون لولايتها أو المقدمة بالنيابة عن أفراد يخضعون لولايتها ويشتكون من وقوعهم ضحايا لانتهاك هذه الدولة الطرف لأحكام هذه الاتفاقية.

" 1. A State Party may at the time of ratification or at any time afterwards declare that it recognizes the competence of the Committee to receive and consider communications from or on behalf of individuals subject to its jurisdiction who claim to be victims of a violation of the provisions of [this instrument].
" 1- يجوز لكل دولة، عند التصديق أو بعده، أن تعلن اعترافها باختصاص اللجنة بتلقي وبحث البلاغات المقدمة من الأفراد الذين يخضعون لولايتها أو المقدمة نيابة عن هؤلاء الأفراد الذين يزعمون أنهم ضحايا لانتهاك أحكام [هذا الصك].

10. The Committee encourages the State party to recognize without delay the competence of the Committee to receive and consider individual and inter-State communications under articles 31 and 32 of the Convention, respectively, with a view to strengthening the system of protection against enforced disappearances provided for in the Convention.
10- تشجع اللجنة الدولة الطرف على الاعتراف في أقرب وقت ممكن باختصاص اللجنة بتلقي وبحث البلاغات المقدمة من الأفراد وفيما بين الدول، عملاً بالمادتين 31 و32 من الاتفاقية، بغية تعزيز نظام الحماية من الاختفاء القسري على النحو المنصوص عليه في الاتفاقية.

37. It was disappointing that only 15 of the 38 States parties had made the declaration recognizing the competence of the Committee to receive and consider communications from or on behalf of victims; that lack of recognition deprived the Convention of one of its essential tools against impunity.
37 - واختتم كلمته قائلا إنه مما يبعث على الأسف أن 15 دولة فقط من الدول الأطراف الـ 38 أصدرت الإعلان الذي يعترف باختصاص اللجنة بتلقي وبحث البلاغات المقدمة من الضحايا أو بالنيابة عنهم؛ وأن الافتقار إلى الاعتراف يحرم الاتفاقية من أحد أدواتها الضرورية لمكافحة الإفلات من العقاب.

9. The Committee notes that the State party has not yet recognized the competence of the Committee to receive and consider individual and inter-State communications under articles 31 and 32 of the Convention respectively, but that it is studying the possibility of doing so (arts. 31 and 32).
9- تلاحظ اللجنة أن الدولة الطرف لم تعترف باختصاص اللجنة بتلقي وبحث البلاغات المقدمة من أفراد وفيما بين الدول، عملاً بالمادتين 31 و32 من الاتفاقية، لكنها بصدد النظر في الاعتراف بهذا الاختصاص (المادتان 31 و32).

Furthermore, the Working Group continued to remind Governments of the importance of ratifying the Convention and called on countries that had not signed and/or ratified the Convention to do so and to accept the competence of the Committee to receive and consider individual and inter-State communications (articles 31 and 32 of the Convention).
