Evidence presented at the second Conference on the Humanitarian Impact of Nuclear Weapons showed that the risk of a nuclear-weapon detonation is growing globally owing to factors that include the vulnerability of nuclear command and control networks to cyber attacks and human error and potential access to nuclear weapons by non-State actors, in particular terrorist groups.

In its capacity as Chairman of the second Conference on Facilitating the Entry into Force of the Comprehensive Nuclear-Test-Ban Treaty (New York, 11-13 November 2001) and pursuant to the Final Declaration of that Conference, Mexico was elected as coordinator of the informal consultations to promote cooperation among all States to facilitate the early entry into force of the Treaty.

B. The mid-decade goals 14. In 1992, as a follow-up to the World Summit for Children, OAU organized the International Conference on Assistance to African Children at Dakar, the South Asian Association for Regional Cooperation (SAARC) organized the second Conference on South Asian Children at Colombo, and the League of Arab States held the Conference on the Arab Child at Tunis.

That is why the European Union -- as it had stressed at the second Conference on facilitating the entry into force of the Comprehensive Nuclear-Test-Ban Treaty (CTBT), held in November last -- welcomes the adoption of a partnership agreement between the Preparatory Commission for the Treaty and the United Nations as well as the conclusion of cooperation agreements with the United Nations specialized agencies and programmes.

In addition, as a member of the Movement of Non-Aligned Countries, Ecuador endorsed the statement made on the occasion of the second Conference on the Humanitarian Impact of Nuclear Weapons held in Mexico in February 2014, which recalled the opinion of the Court and reaffirmed the need for States to comply at all times with international law, including international humanitarian law.
