By a resolution of the 1999 Twenty-seventh International Conference of the Red Cross and Red Crescent, a decision had been taken to establish a joint working group to study the question.

The importance of universal adherence to treaties on international humanitarian law and their effective implementation at the national level were reaffirmed in the Plan of Action for the years 2000-2003 adopted by the Twenty-seventh International Conference of the Red Cross and Red Crescent, held at Geneva in 1999.

The Twenty-seventh International Conference of the Red Cross and Red Crescent, held in Geneva from 31 October to 6 November 1999, which focused on improving the care and protection of victims of armed conflicts and natural disasters, also placed special emphasis on the normative framework for the protection of internally displaced persons.

Particularly noteworthy was the Plan of Action adopted by the Twenty-seventh International Conference of the Red Cross and Red Crescent, which placed special emphasis on the importance of the ICRC Advisory Service in promoting the ratification of treaties on humanitarian law and in advising and assisting States parties in their implementation.

The Twenty-seventh International Conference of the Red Cross and the Red Crescent, held at Geneva from 31 October to 6 November 1999, gave States parties to the 1949 Geneva Conventions and all the components of the Red Cross and Red Crescent Movement, as well as observers, an opportunity to pledge to translate their good will into specific humanitarian commitment.

the twenty-seventh International Conference also encouraged States which have not done so to establish mechanisms and procedures to determine whether the use of weapons, whether held in their inventories or being procured or developed, would conform to the obligations binding on them under international humanitarian law.
كما شجع المؤتمر الدولي السابع والعشرون الدول التي لم تنشئ الآليات والإجراءات اللازمة على أن تفعل ذلك لتحديد ما إذا كان استخدام الأسلحة، سواء الموجودة لديها في مخزوناتها أو التي يتم شراؤها أو تصنيعها، يتفق مع الواجبات الملزمة لها في إطار القانون الإنساني الدولي.
