The term " coercion " is to be broadly interpreted and includes the use of threat of physical force or penal sanctions by a State to compel believers or non-believers to adhere to their religious beliefs and congregations, to recant their religion or belief or to convert as well as policies or practices having the same intention or effect.

The Human Rights Committee has emphasized that policies or practices having the intention or effect of compelling believers or nonbelievers to convert, for example, by restricting access to education, medical care or employment, are inconsistent with article 18 (2) of the International Covenant on Civil and Political Rights.
