For example, article IX of the Convention on the Prevention and Punishment of the Crime of Genocide and article 22 of the Convention for the Suppression of the Traffic of Persons and of the Exploitation of the Prostitution of Others provide that disputes between the Contracting Parties relating to the interpretation, application or fulfilment of those Conventions shall be submitted to the Court at the request of any of the parties to the dispute.

(2) The objection of the Netherlands to the reservations to article IX of the Convention on the Prevention and Punishment of the Crime of Genocide certainly meets the requirement of definite expression; it states that " the Government of the Kingdom of the Netherlands ... does not deem any State which has made or will make such reservation a party to the Convention " .

In all ten cases it invoked as a basis of the Court's jurisdiction article IX of the Convention on the Prevention and Punishment of the Crime of Genocide, adopted by the United Nations General Assembly on 9 December 1948 ( " the Genocide Convention " ).

This is certainly true of the objection of the Netherlands to reservations to article IX of the Convention on the Prevention and Punishment of the Crime of Genocide, which states that " the Government of the Kingdom of the Netherlands ... does not deem any State which has made or will make such reservation a party to the Convention " .

On 11 July, the Court delivered its Judgment, rejecting, by 14 votes to 1, the preliminary objections raised by Yugoslavia (except for the fifth preliminary objection, which was rejected by 11 votes to 4), and finding, by 13 votes to 2, that it had jurisdiction to deal with the case on the basis of article IX of the Convention on the Prevention and Punishment of the Crime of Genocide.
