16. Under article VI of the Outer Space Treaty, States parties bear international responsibility for national activities in outer space and the activities of non-governmental entities in outer space require authorization and continuing supervision by the appropriate State party to the treaty.
16- تقضي المادة السادسة من معاهدة الفضاء الخارجي بأن تتحمل الدول الأطراف المسؤولية الدولية عن الأنشطة الوطنية في الفضاء الخارجي، وتتطلب أنشطة الهيئات غير الحكومية في الفضاء الخارجي إذنا واشرافا مستمرا من جانب الدول المعنية الطرف في المعاهدة.

National authorities were interpreting " activities in outer space " to determine which activities of non-governmental entities they would authorize and supervise under article VI of the Outer Space Treaty.

22. Ensuring the safety of space activity may be part of a national licensing regime that may implement the requirement for " authorization and continuing supervision " of the activities of non-governmental entities in outer space under article VI of the Outer Space Treaty.

The view was expressed that when a space object was transferred from the jurisdiction and control of the State of registry to the jurisdiction and control of another State, the State of registry, following the transfer of ownership, would no longer bear international responsibility for the space object under article VI of the Outer Space Treaty.
139- وأشير إلى أنه عندما ينقل الجسم الفضائي من ولاية وسيطرة دولة التسجيل إلى ولاية وسيطرة دولة أخرى، لا تعود دولة التسجيل، بعد نقل الملكية، تتحمل المسؤولية الدولية عن ذلك الجسم الفضائي بمقتضى المادة السادسة من معاهدة الفضاء الخارجي.

States responsible for the operation of space objects under article VI of the Outer Space Treaty should consider furnishing additional appropriate information as recommended in paragraph 2 (b)(iii) of General Assembly resolution 62/101 on recommendations on enhancing the practice of States and international intergovernmental organizations in registering space objects.

There are three major aspects to such regulation. The first is that States, in enacting new regulations, should bear in mind their obligations under article VI of the Outer Space Treaty. The second is ensuring that space actors under the jurisdiction of the regulator are encouraged to conduct their activities in a manner that preserves the long-term sustainability of space activities.

(c) In cases of joint launches of space objects, each space object should be registered separately and, without prejudice to the rights and obligations of States, space objects should be included, in accordance with international law, including the relevant United Nations treaties on outer space, in the appropriate registry of the State responsible for the operation of the space object under article VI of the Outer Space Treaty;1
