1 - يتضمن هذا التقرير البيان الموحد للآثار المترتبة في الميزانية البرنامجية والتقديرات المنقحة، التي تدخل في نطاق المبادئ التوجيهية لصندوق الطوارئ الواردة في مرفق قرار الجمعية العامة 42/211.

1. The consolidated statement of programme budget implications and revised estimates falling under the guidelines for the contingency fund contained in the annex to resolution 42/211 of 21 December 1987 is herewith submitted. It amounts to $3,447,000, as detailed in the annex to the present report.

225. The CEO/Secretary also recalled that in 1994 he had suggested that the Board might consider amending the guidelines of the Emergency Fund to permit one-time ex gratia payments to former Fund participants from the former USSR.

For the biennium 2004-2005, a consolidated statement of programme budget implications and revised estimates falling under the guidelines for the contingency fund was issued (A/C.5/58/34).

4. The Advisory Committee notes that, in paragraph 7 of the statement, it is indicated that the potential for absorption of the above requirements, within the existing capacities for conference servicing and documentation, would be reviewed within the context of the consolidated statement of programme budget implications and revised estimates falling under the guidelines for the contingency fund.

The Advisory Committee recommended that the Fifth Committee should inform the General Assembly that, should it adopt draft resolution A/C.3/58/L.78, additional requirements of up to $763,500 would arise and would need to be considered for appropriation in the context of the review of the consolidated statement of programme budget implications and the revised estimates falling under the guidelines for the contingency fund.

The Advisory Committee notes that, in paragraph 7 of the statement, it is indicated that the potential for absorption of the above requirements, within the existing capacities for conference servicing and documentation, would be reviewed within the context of the consolidated statement of programme budget implications and revised estimates falling under the guidelines for the contingency fund.

As a possible immediate measure to offer some assistance to former UNJSPF participants residing in what had been the USSR, the Secretary suggested that the Board might wish to consider amending the guidelines of the Emergency Fund to permit one-time ex gratia lump-sum payments, under strictly defined circumstances and with relatively low dollar amounts.
٢٤٦ - واقترح اﻷمين، كتدبير فوري ممكن لتقديم بعض المساعدة الى المشتركين السابقين في الصندوق المقيمين في ما كان سابقا اتحاد الجمهوريات الاشتراكية السوفياتية، أن ينظر المجلس في تعديل المبادئ التوجيهية لصندوق الطوارئ لاتاحة دفع مبالغ على سبيل الهبة لمرة واحدة، في ظل ظروف محددة بدقة وبمبالغ منخفضة نسبيا تدفع بالدولار.

After considering the legal, financial and administrative implications, the Board decided against pursuing, for the time being, the Secretary's suggestion for amending the guidelines of the Emergency Fund so as to permit the provision of limited assistance, through one-time payments in cases of demonstrated hardship, to former UNJSPF participants in the former USSR.
٢٤٨ - وبعد النظر في اﻵثار القانونية والمالية والادارية، قرر المجلس ألا يأخذ، في هذه المرحلة، باقتراح اﻷمين الداعي الى تعديل المبادئ التوجيهية لصندوق الطوارئ ﻹتاحة تقديم مساعدة محدودة، من خلال دفع مبالغ لمرة واحدة للمشتركين السابقين في الصندوق المقيمين في اتحاد الجمهوريات الاشتراكية السوفياتية السابق في الحالات التي يثبت أن أصحابها يواجهون مصاعب.
