The White Helmets initiative was established by the Government of Argentina in 1993, to promote pre-identified, standby and trained national volunteer corps placed at the disposal of the Secretary-General and the United Nations to support relief, rehabilitation, reconstruction and development activities.

٥٦٢ - وفي عام ١٩٩٥ دخلت مبادرة الخوذ البيض طور التشغيل؛ وهي ترمي الى إتاحة اﻷفرقة الطوعية على أساس التعبئة المستمرة عن طريق أفرقة المتطوعين الوطنيين التي تقوم بأنشطة اﻷمم المتحدة في ميادين اﻹغاثة اﻹنسانية وإعادة التأهيل والتعاون التقني من أجل التنمية.

3. Also encourages those national volunteer corps to develop the appropriate capabilities in order to cooperate, at the field level and in their respective area of expertise, with the United Nations system and non-governmental organizations, in accordance with the relevant provisions of resolution 46/182 and other relevant United Nations resolutions;
٣ - تشجع أيضا فيالق المتطوعين الوطنيين تلك على تنمية القدرات المناسبة من أجل التعاون، على الصعيد الميداني وفي مجال خبرة كل منها، مع منظومة اﻷمم المتحدة والمنظمات غير الحكومية، وفقا لﻷحكام ذات الصلة الواردة في القرار ٦٤/٢٨١ وقرارات اﻷمم المتحدة اﻷخرى ذات الصلة؛

(c) The use of databases within the United Nations system to coordinate and facilitate the rapid provision of assistance by national volunteer corps to the United Nations system;
