A unilateral statement formulated by a State or an international organization whereby that State or that organization indicates the manner in which it intends to implement a treaty at the internal level, without purporting to affect its rights and obligations towards the other Contracting parties, constitutes an informative statement which is outside the scope of the present Guide to Practice.
يشكل إعلاناً إعلامياً لا يدخل في نطاق تطبيق دليل الممارسة الإعلان الانفرادي الذي تصدره دولة أو منظمة دولية وتبين فيه هذه الدولة أو هذه المنظمة الطريقة التي تعتزم بها تنفيذ المعاهدة على الصعيد الداخلي، دون أن يكون هدف الإعلان، بوصفه هذا، المساس بحقوق الأطراف المتعاقدة الأخرى وبالتزاماتها.

55. With regard to guideline 1.4.5, “Statements concerning modalities of implementation of a treaty at the internal level”, the phrase “without purporting as such to affect its rights and obligations towards the other Contracting parties” was used in place of the wording in the previous version “but which does not affect its rights and obligations towards the other Contracting parties”.
55 - وفيما يتعلق بالمبدأ التوجيهي 1-4-5 المعنون " الإعلانات المتعلقة بطرائق تنفيذ المعاهدة على الصعيد الداخلي " ، فإن عبارة " دون أن يكون هدف الإعلان، بوصفه هذا، المساس بحقوق الأطراف المتعاقدة الأخرى وبالتزاماتها " قد استعيض بها عن التعبير المستعمل في الصيغة السابقة، أي عبارة " غير أنها لا تؤثر على حقوقها والتزاماتها تجاه الأطراف المتعاقدة الأخرى " .
