Recalling that the General Assembly, in paragraph 17 of its resolution 59/283, had requested the Secretary-General to transfer responsibility for formulating decisions on appeals from the Department of Management to the Office of the Secretary-General, the Advisory Committee recommended that the unit should be placed elsewhere in the Organization, for example, in the Executive Office of the Secretary-General.

In its resolution 59/283, the General Assembly decided that measures should be taken to eliminate the appearance of a conflict of interest and, to that end, requested the Secretary-General to proceed with the transfer of responsibility for formulating decisions on appeals from the Office of the Under-Secretary-General for Management to the Executive Office of the Secretary-General.
