1. The background to the negotiations on an international code of conduct on the transfer of technology, as well as the consultations carried out by the Secretary-General of the United Nations Conference on Trade and Development (UNCTAD) since the eighth session of the Conference in 1992, were covered in the previous report of the Secretary-General of UNCTAD to the General Assembly (A/48/533, annex).
١ - تناول التقرير السابق لﻷمين العام لمؤتمر اﻷمم المتحدة للتجارة والتنمية )اﻷونكتاد( المقدم الى الجمعية العامة A/48/533)، المرفق( خلفية المفاوضات المتعلقة بوضع مدونة دولية لقواعد السلوك في نقل التكنولوجيا، فضلا عن المشاورات التي أجراها اﻷمين العام لﻷونكتاد منذ الدورة الثامنة للمؤتمر في ١٩٩٢.

20. At the 43rd meeting, on 12 December, the Committee decided to take note of the note by the Secretary-General on negotiations on an international code of conduct on the transfer of technology (see para. 22).

١- تناول التقرير السابق لﻷمين العام لﻷونكتاد المقدم إلى الجمعية العامة)١( خلفية المفاوضات المتعلقة بوضع مدونة دولية لقواعد السلوك في نقل التكنولوجيا، فضلا عن المشاورات التي أجراها اﻷمين العام لﻷونكتاد منذ الدورة الثامنة لمؤتمر اﻷمم المتحدة للتجارة والتنمية في ٢٩٩١.

17. The findings and conclusions of the Ad Hoc Working Group on the Interrelationship between Investment and Technology Transfer and the outcome of the Uruguay Round of multilateral trade negotiations reviewed above shed light on the important evolution that has occurred in recent years in the perception of technology issues since the start of the discussions on an international code of conduct on the transfer of technology.
١٧ - إن نتائج واستنتاجات الفريق العامل المخصص المعني بالترابط بين الاستثمار ونقل التكنولوجيا، ونتيجة جولة أوروغواي للمفاوضات التجارية المتعددة اﻷطراف التي استعرضت أعلاه تلقي الضوء على ما حدث من تطور هام في اﻷعوامل اﻷخيرة في مفهوم قضايا التكنولوجيا منذ بدء المناقشات المتعلقة بوضع مدونة دولية لقواعد السلوك في نقل التكنولوجيا.

Suffice it to recall that at UNCTAD VIII, the Conference " having reviewed the work carried out in the negotiations on an international code of conduct on the transfer of technology and the lack of agreement in the recent consultations on this subject " , recognized " that the conditions do not currently exist to reach full agreement on all outstanding issues in the draft code of conduct.
وتكفي اﻹشارة إلى أن المؤتمر، في اﻷونكتاد الثامن، " وقد استعرض اﻷعمال المضطلع بها في المفاوضات المتعلقة بوضع مدونة دولية لقواعد السلوك في نقل التكنولوجيا وعدم الوصول إلى اتفاق في المشاورات التي أُجريت مؤخرا بشأن هذا الموضوع " ، سلﱠم " بعدم تهيؤ الظروف حاليا للتوصل إلى اتفاق كامل بشأن جميع القضايا المعلقة في مشروع مدونة قواعد السلوك.
