It was noted that, as the Guide was consistent with the guiding principles of UNCITRAL e-commerce texts (such as the principle of functional equivalence and media neutrality), the text on registration should also be consistent with those texts.

5.2 The author further submits that the Act on registration and Disclosure applied by the State party (paragraph 2.7 above) is contrary to article 23, part 1 of the Constitution, which states that no one may be found guilty of an act, if that act did not constitute a crime under a law which was in effect when the act was committed.
