74. This rule is reinforced by the Declaration on Territorial Asylum, article 1, paragraph 1, of which states:
74 - وتجد هذه القاعدة الموضوعة تأكيدا لها في الإعلان المتعلق باللجوء الإقليمي الذي ينص في مادته الأولى على أنه:

Host countries must, in particular, respect the principle of non-refoulement. In other words, they must not expose refugees once again to the dangers they had fled by expelling them or returning them to the border. The latter had been taken into account in the Declaration on Territorial Asylum.
ومن المستحسن ببلدان الاستقبال أن تقوم بصفة خاصة باحترام مبدأ عدم الإعادة بشكل قسري، الذي يعني عدم تعريض اللاجئين من جديد للمخاطر التي أفلتوا منها من خلال طردهم أو اقتيادهم إلى الحدود، مما هو وارد في الإعلان المتعلق باللجوء الإقليمي.

In addition to persons facing persecution, the Declaration on Territorial Asylum states that persons " struggling against colonialism " are among those who may be granted territorial asylum.
وعلاوة على الأشخاص الذين يتعرضون للاضطهاد، يدرج الإعلان المتعلق باللجوء الإقليمي الأشخاص " المكافحين ضد الاستعمار " ، في عداد من يحق لهم الاستفادة من اللجوء الإقليمي.

Article 9 of the Decree of 23 June 1998 on Territorial Asylum provides, in the event of a threat to public order, for an emergency procedure which may result in the applicant being denied temporary residence.
وتنص المادة 9 من مرسوم 23 حزيران/يونيه 1998 المتعلق باللجوء الإقليمي في حالة تهديد النظام العام على إجراءات استعجالية من نتائجها عدم منح حق اللجوء المؤقت لطالب اللجوء.
