49. The recommendations contained in the report on strengthening the capacity of the Office of the United Nations High Commissioner for Refugees to carry out its mandate (A/58/410) were well-considered and, for the most part, acceptable, although some of them called for further reflection.

The General Assembly, in its resolution 61/279 of 29 June 2007 on strengthening the capacity of the United Nations to manage and sustain peacekeeping operations, requested the Secretary-General to submit a comprehensive analysis of the Office of Military Affairs, so that it might review and further strengthen the functions of the Office.

Mr. Goettlicher (Croatia) said that Croatia fully supported the measures proposed in the report on strengthening the capacity of the Office of the United Nations High Commission for Refugees to carry out its mandate (A/58/410) and welcomed the fact that the High Commissioner had noted the increasing number of returnees in its region in his report for 2002 (A/58/12).

In its 2008 report (A/62/19), the Special Committee for Peacekeeping Operations recognized the need to establish a security sector reform unit in the Office of Rule of Law and Security Institutions and, as reflected in the report on strengthening the capacity of the United Nations to manage and sustain peacekeeping operations (A/63/702), it is proposed to create a Security Sector Reform Section within the Office.

The programme of work will focus on the implementation of the Agenda for Protection, adopted by the Executive Committee of the Programme of the High Commissioner at its fifty-third session, held at Geneva from 30 September to 4 October 2002 (A/57/12/Add.1, annex IV), as well as the actions set out in the report on strengthening the capacity of UNHCR to carry out its mandate (A/58/410), which the General Assembly welcomed in its resolution 58/153.
