In connection with the report on the Cayman Islands, in which mention was made of the possibility of amending the Constitution of the territory through the incorporation of a bill of rights, he explained that that reform would be undertaken shortly and that the bill would contain a provision relating to action to combat discrimination.

In that regard, it was appropriate to recall the Declaration on the Malvinas Islands issued by the Heads of State of MERCOSUR, Bolivia and Chile at Potrero de Funes in 1996, and the 1999 Asunción Declaration, which called upon the parties to resolve the dispute peacefully and put an end to the colonial situation in those islands.

2. In conclusion, he read out the Declaration on the Malvinas, adopted at the tenth meeting of the Presidents of the States members of MERCOSUR, Bolivia and Chile, in which they reaffirmed their support for the legitimate rights of the Argentine Republic and called for a rapid settlement of the question in accordance with resolutions of the United Nations and the Organization of American States.

At the same meeting, the representative of the Islamic republic of Iran proposed an oral amendment by which a new operative paragraph following current operative paragraph 4 would be inserted in section XI on the United States Virgin Islands and the following paragraphs would be renumbered accordingly.

Similarly, it should be pointed out that the decision of the Argentine Government to terminate the Argentine-British Joint Declaration was supported by the Heads of State of the South American Community of Nations through the presidential statement on the Malvinas Islands adopted at the First Energy Summit, which was held in Isla Margarita, Venezuela, on 17 April 2007.

41. Ms. Rubiales de Chamorro (Nicaragua) said that the special communiqué on the Malvinas Islands adopted at the 2012 Ibero-American Summit of Heads of State and Government reaffirmed the need for the Governments of Argentina and the United Kingdom to resume negotiations as soon as possible.

Consequently, the Argentine Republic does not recognize the section concerning the Malvinas Islands contained in the report which the United Kingdom has submitted to the Committee on the Rights of the Child (CRC/C/41/Add.9) or any other document or instrument having a similar tenor that may derive from this alleged territorial extension.
